Capital One Prepaid Debit Card - Capital One National Association has stolen my direct deposit McLean Virginia

I have had a Capital One prepaid mastercard debit card for about a month now. I signed up for direct deposit so I could receive my paychecks on the card. I am experiencing a nightmare with this. Two days ago Capital One confirmed receiving 3 direct deposits for my account 2 were from my last 2 unemployment payments and one was my first paycheck from my new job. I was told they were pending and would post the next day which was yesterday. Today, Friday, 2 days later I still do not have my funds on my card and I have called customer service numerous times. I have been told now that the deposits posted and they have no idea why the funds where not put on my card, and they had to put in a help ticket!!??? I called back a few hours later and was still told the same thing, and that it could take 72 hours to process my ticket through technical support and that it has been escalated to the corporate level. I have already filed a complaint with the Office of Currency Comptrol, which regulates Capital One National, from what I understand they are legally obligated to make the funds available on the date the deposit is entered which was yesterday. Is this legal? Can they just make my money disapear and no one knows why? If anyone has any advice on how to make these people make my money available please let me know. I am at a loss and feel helpless while Capital One has pretty much stolen almost $1000 from me and I can't pay my rent.....
