Fred Loya Insurance targets mainly Spanish speaking people. They Insure them even if they don't have a driver license.

He hires people who do not have an insurance license as insurance agents, this company got a $10,000 fine for this, in Texas, in 2006.

Since not many people out of the insurance industry know that selling insurance without an insurance license is a misdemeanor, fred Loya has been able to get away with this. Not only the business should have this license, but every single person who works selling insurance for a company should have this license. So If an agency has 30 people selling insurance, every single one of these 30 people should have an active insurance license. To sell insurance without this license is a misdemeanor.

There is another agency in Los Angeles who hires nothing but unlicensed people as agents. This agency is West Coast Insurance. The business license number as it appears in the ads in the Penny Saver and El Clasificado in Spanish is 0D94526, this license is inactive (as of 10/21/2007, today), they should not be selling insurance with an inactive license. Their phone # as it appears on their ads are 1 (800) 349-5900 and 562-693-2414. They have several offices and not a single endorsed licensed agent or solicitor.

If this weren't enough, many, many and I mean many other agencies do the same thing, they hire unlicensed agents to write insurace, knowing full well it is a misdemeanor.

You would be surprised to know who these agencies are, some of them are very well known, specialy in the latino comunities, car dealerships call us, Latinos "lay downs", this is probably the same term insurance agencies use for us.

The California Department of Insurance regulates these agencies and should stop them from doing anythig illegal.

Why has West Coast Insurance been able to stay in business without a single active licese? Why are all of these other agencies able to hire all these unlicensed agents? Let's ask the Department of Insurance.

And about false advertising. Many agencies advertise $0.00 down payment. Is that for real or is it False advertising?

Now go and ask your insurance agent for his or her insurance license, you will be surprised of how may of them don't have one!

I sure would welcome any media members to look into this! And if it is Virginia Ellis of the Los Angeles Times, even better!

Thank you Maria for the information. I worked for Fred Loya (and hate to admit it) in the San Antonio claims office. They are the most dishonest, fraudulent company ever. You are right, and they STILL have unlicensed adjusters settling claims. Maybe they haven't learned their lesson yet but believe me they will get hit really big eventually. Even worse, the BI adjusters are forced to settle BI claims for under $2000 REGARDLESS OF THE INJURY!!

If the adjuster feels the claim is worth more they have to through all kinds of hoops & red tape (cartwheels, somersaults, walk thru fire/on hot coals, etc!) to get authority to offer more; in other words the most they are allowed to offer is $2000, period. No questions; it's like "go back to your desk and sit down & don't bother us!" (Just settle the claim for as low as you can so management can keep the BI payout down & management can get their big fat bonus at the end of the year!) And if adjusters don't make 20 closures for the month they get fired and/or written up! This is unfair claims practicing and adjusters are jeoparadizing their license by working for this company! (Those adjusters who do have their license, only because they had them already when hired).

I myself refused to low-ball innocent, vulnerable people & refused to not offer what the claims are worth. Needless to say they got rid of me real quick. Well at least I can sleep at night. They low-ball innocent people, mostly because the people don't know any better & just take what is offered, or in my case they didn't understand my English very well & just went ahead & accepted the settlement. Fred Loya knows this & doesn't care that injured people, who are probably living at the poverty level to begin with, are not compensated fairly.

But it doesn't matter as long as the VP and his BI adjuster, the Claims Director and his little trainer, & whoever else can sleep together & think spouses don't know it while in the meantime the entire office is talking about them behind their backs, keep their jobs by spreading their legs (and sometimes get promoted too!), and make the adjusters settle claims unfairly so Fred Loya, his family, and management all get the big bucks, well then that's all that matters isn't it?
