I purchased several items of jewelery from an online seller, ELKHARTTMAN or elkharttman@gmail.com The purchase amount of 12,182.13 was the amount of purchased items. After recieving my "purchased items" I recieved several empty boxes.

When contacting the seller, he responded with allowing me to do a local pick up, as his ebay account had stated the seller was located in florida. The location of all the recieved boxes, had come from an odd address in Elk Hart, Illinios, that did not even seem plossible.

This man needs to be stopped, and the fraud he is doing is probably not only to myself, but to others!

According to US laws, they have 30 days to send the item to you after you purchase it, back-ordered or not, or it's money back. after they refund the money they are not obligated to send the item to you but you can repurchase it.

I haven't recieved my money back!

RIGHT  TO  REFUND 
         You,  the  customer,  are  entitled  to  a  refund  of  the  money  to  be  
transmitted  as  a  result  of  this  agreement  if  PayPal  does  not  forward  the 
money  received  from  you  within  ##  days  of  the  date  of  its  receipt,  or  
does  not  give  instructions  committing  an  equivalent  amount  of  money  to  
the  person  designated  by  you  within  ##  days  of  the  date  of  the  receipt  
of  the  funds  from  you  unless  otherwise  instructed  by  you. 
 
         If  your  instructions  as  to  when  the  money  shall  be  forwarded  or  
transmitted  are  not  complied  with,  and  the  money  has  not  yet  been  
forwarded  or  transmitted,  you  have  a  right  to  a  refund  of  your  money. 
 
         If  you  want  a  refund,  you  must  mail  or  deliver  your  written  
request  to  PayPal  at  P.O.  Box  #####,  Omaha,  NE  #####-####.  If  you  do  not 
receive  your  refund,  you  may  be  entitled  to  your  money  back  plus  a  
penalty  of  up  to  $1,000.00  USD  and  attorney's  fees  pursuant  to  Section  
####.#  of  the  California  Financial  Code. 
 
         Important  Note:  The  Right  to  Refund  claim  process  applies  only  
to  payments  that  have  not  been  successfully  transmitted  to  the  
recipient.  With  PayPal,  almost  all  payments  are  transmitted  to  the  
recipient  immediately,  except  for  eCheck  payments,  and  payments  to  
non-PayPal  members. It appears that PayPal is engaging in questionable activities agin. This type of action was reported a few years back, and thier reputation suffered.
