i keep geting e-mails that i owe money from a payday loan i did not take out. they keep telling me they will call the police, and the irs and will not give a phone number or a direct email address.

These "collectors" use email to intimidate you with a phony loan that doesn't exist. Take a few minutes and research this website and you will see many people have received similar (or the exact same) emails to the one you received. These people are running the PayDay Collection Scam. You can read all about it on the FTC website.  Don't fall for it.
