If you send me $400,000,000.00 via Pony Express by midnight I will think about loaning you $40. Time is of the essence.
Get the point of how it's a scam OP?

You were scammed - there is no loan

This scam has been ongoing for a very long time - many years. Anytime a "lender" contacts you and asks for money up front through an untraceable method like the apple iphone cards or western union or money gram you are being scammed. Go to FTC . gov and read up on financial scams so you don't fall for another one.
