This was one of my many comments to back up questionable activities were later burned other contractors for not clearly getting paid for their work who travel miles. The contract is clear they do not pay for miles but have overbilled their client with not binding by their contract by over paying contractors the budget amount. They need to follow their rules straight and hard to the point.
