CCA -First National Card Ripoff how can they do this?

I received a letter and a card stating I was approved for $6500 of credit with this company so I called to see what it was about, this happen on 11/23/01.

I was then told I qualify for $8000 of credit and I would have to pay a one time membership fee of 199.99 which would be taken from by checking account.

After reserching on the internet I called back on Monday 11/26/01 and spoke with a Marvin to cancel my membership and was told my membership was canceled but I find out today they have taken out the $199.99 from my account and when I called to find out why I was given a number for customer service because they can not handle it from this number and I was told no one could have canceled from that number.
