On 11.28.09 I preseted a check to OfficeMax at Graceland Mall in Columbus, Ohio.  I was told there was something wrong with my account (even though I presented two forms of government picture identification), so I paid cash for my purchase.

I was given a piece of paper with a number I could call to request information as to why my check was declined even though I had almost $2,000.00 in my checking account.

When I called Certegy I spoke to Ryan; no answer to my question as to why my check was declined other than...essentially...it is some sort of profiling system--he used the term "risk management."  No other information was given other than I was a "Code 2" and he repeatedly encouraged me to use my bank card or credit card.  I requested a manager.

I then spoke with Bryan.  He did not add to the information provided by Ryan or provide a reason for my declined check.  He repeatedly encouraged me to use my bank card or credit card.

My assumptions are that there is a conspiracy among Certegy, banks and vendors to force consumers to:

Use bank cards to generate forced transaction fees.

Use credit cards to generate forced fees from revolving credit and high interest rates.

Pay a forced service fee for "membership," in addition to transaction, credit card and checking fees to an entity created solely as another tier for generating income for Certegy, banks and vendors.

This denial of access to funds for an indefinite period of time should be considered against FDIC law.  Federal law dictates consumers cannot be denied access to their funds for more than two consecutive days. Banks created checking accounts expressly for this reason--so consumers would not have to dangerously carry large sums of cash, but still have the ability to present a check as legal tender.

I will be reporting Certegy and OfficeMax to the Better Business Bureau as well as to the State's Attorney General.  I will also be writing to my local and state representatives.  As a veteran, I consider Certegy Fascism; created soley to deny law-abiding citizens their right to access their own money--unless, of course, the individual is paying Certegy for their "membership," a bank their transactions fee, or the credit card company an interest rate.

I love reading these rebuttals where Certegy loses business because of their inaccurate, non-working fraud detection system.

And to the 'ex-employee' whining about this posters ego being hurt, grow up. How about you stand in line and check out only to be rejected by Certegy's failure of a system, causing you a headache and some embarrassment.

As far as the excuse that they are just protecting consumers, HOGWASH! They are protecting their flawed system which does nothing more than create statistics so they can use such statistics to promote their CRAPPY system to unaware vendors. Certegy says some bull like 'last year we prevented 100,000 transactions from going through which could have cost vendors millions..'. In reality, most of those transactions were perfectly legitimate (Certegy knows this). Do you think these companies should be warned about Certegies need to inconvenience perfectly legal, non-fraud transactions? I think all these reports are a good start. Also, the movement against Certegy is growing.

I am happy that Certegy loses business! They cause more inconveniences to customers who end up doing business with other vendors. If you think Wal-Mart is going to hold on to Certegy, GUESS WHAT!?

Really, was your ego damaged so much you actually spent time to come online and complain about a one time denial of a check?  A denial... specifically created in an effort to safeguard that $2,000 in your bank account?  Amazing.  I would have to assume that if Office Max got rid of a service verifying checks and someone came in with a fake ID and a check book full of your checks - and they all cleared - you would also be complaining.  Nothing wrong happened here, Certegy may have made a mistake, but that's the business.  If you don't want anybody safeguarding your money, then only use
cash.  In the end, you have cash to cover it - no harm done right? 

It is clever that you use "he repeatedly encouraged me to use my bank card or credit card" as if it was a bad thing.  Another example of a situation designed to help you - that you apparently think is part of the conspiracy you are referring to.

Also, FDIC law is for banks, not Certegy, not Office Max.

Lastly.... why in the world would you use a debit card or credit card that charges you fees?

When you write a check, there is MICR ink on the bottom, certegy (one the company that makes these machines to read the MICR ink) doesn't have anything to do with any debit/ credit card transactions YOU make. The only reason your check would have been denied by certegy's machines is because there would have been a communication error in the MICR ink or a communication issue with your bank and the check company (if its a personalized check with pretty pictures your ordered and payed a special price for, THAT'S WHY, if not, you need to contact your bank and get different checks sent out to you). If you just used a check elsewhere and it went through than its the communication error on the bank and certegy's part, that one I cannot explain. However, I highly doubt that you would have issues without your bank being one part of it. I also doubt your indeed well thought out scheme by certegy and officemax, but highly unlikely situation as far as the revolving credit information, because certegy DOESNT DO credit cards, debit cards or anything in between only MICR CARD READING MACHINES. Oh and by the way, OFFICEMAX HAD NOTHING TO DO WITH THIS. You can call 1877OFFICEMAX and verify all of this information or maybe they can help you out more. I hope this helps you a little.
