He supposedly restores vintage photos. He gave me a quote over the phone. I sent him my family photos. He then sent me an invoice for $120.00 over his quote. He is holding my pictures of my deceased father "hostage" and won't return them if I don't pay. Downers Grove, Illinois Internet

I had some vintage photos of my dead father but they were very worn. I looked online to find a restoration service and found the company this complaint is about. The website is quite impressive, making all kinds of claims. 

I spoke to the owner, Mark Chamberlain, and he gave me a quote over the phone.

I waited a few weeks and called him to see what was happening. He said that it was coming along nicely. He emailed an invoice to me and it was $120.00 more than the original quote, ( $300.00, which I later learned is a ridiculous amount). 

He will not return my photos if I don't pay. Once I realized this guy was a thief and a scam artist, I looked online and saw all the horrible reviews this guy has and they're almost all the same complaint. They can't get their family photos back. Sprinkled in with those complaints are some that say his so called restoration work is a joke. On man said that it looked like he just took a Sharpie to it.
