Chase Credit Card / United Airlines Visa Card - terms of balance transfer changed without reasonable effort to contact consumer.  Minimum balance now more than doubled.


I entered into a balance transfer with Chase Credit Card in which I accepted terms for 2.99% interest on a balance transfer for the life of the loan, with a 2% of the balance as minimum payment.  Other than a balance transfer fee based on the amount I transferred, no other fees or variable terms existed.


In August, I checked my statement online (I'm paperless) and saw that my next payment had more than doubled.  I immediately checked the payment history to see if something had happened.  Payments showed for each month, on time each month.  I called to find out what had happened.


I was told by a Customer Service Rep. that the minimum payment had been changed.  I asked why when I had perfect payment history, automatic payment, and perfect credit.  She replied that mine was just one of those accounts that they did this to and it was nothing I had done. 


I asked how this could be done without warning.  I was told that a notice was mailed to me on August 3.  I said I did not receive a notice.  She then told me they called me however, she could not tell me what number, who called, when they called, or any notations that might have been made.  I told her that my home number is my cell and I have that with me everywhere and I thought this was not true.


I asked why if they have my email and I have online billing, was I not informed by either method.  Note:  The online billing site for Chase has an "Inbox" called "New Messages"  which is supposed to be for communications from Chase.  I was told that they could not send a message to either location because it would be a violation of my privacy. 


Now let's think about this for a minute.  My online billing site has my account number,. my social security number, my home address, my bank account number for auto deduct, my balance, and I don't remember what else.  How is a message that my minimum payment is being raised any more private than any of the aforementioned information  Not to mention that if it is like change in term notices I've seen for other cards, then there is no personalization on the notice.  They are usually like "stuffer's" in the bill.


I asked to speak with a Customer Service Manager and the Rep. said she would not put me through because they could not do anything for me either.  Excuse me here, rather than go back and edit this, I did go through the expected conversation with the Rep. as to why was I raised, I did not agree, etc., etc. I even threatened to close my account and the Rep. was all to eager to do this!  I asked why Chase would like to lose a customer that is paying their bills, especially in these economic times!  I told her I did not like that I am being refused on my request to speak with a Mgr. and that I see this as one more way they are trying to "ream" me. I said good bye and hung up.


I called the next day and spoke with another Rep., and had to beg and get angry to get her to agree to put me through.  First though, I had to go through the details.  She corrected what I was told by the previous rep. and said that the notice went out in June and that she saw nothing about my being called.  When I spoke with a Mgr. I was told there was nothing that could be done but I could have an address to write to, but not to expect anything to change.  She did offer me a 7.99% until August 2011.  I said I would not accept it because there is not reason I should be penalized and that I was going to pursue legal advice because I did not want to do anything to endanger any recourse I had.
