City of Los Angeles LA Parking Violation LA PVB issuing erroneous tickets; class action lawsuit needed against City Los Angeles, California

I have read many other complaints and not sure what the next steps are to take against the city. They are obviously ripping people off and only few people have the time to say anything. Those who do have claims that are rejected even when they clearly have evidence to support their claim. In the last 6-months I have been given tickets for:
Parking on private property without owner permission. I wrote LA PVB with a letter from the owner and my request was denied. I paid the ticket because I did not have time to fight it.
Parking in a Yellow Zone after 6pm: I printed out the City's own laws and sent them. The claim was denied and they charged me.
Having expired tags: I HAD CURRENT TAGS. The claim was denied.
Most recently: parking at a broken meter. Not only did I appeal it, but the city lied and said they sent an inspector out there. I requested maintenance records and they responded by saying it was 21 days past and that I needed to pay it, plus a penalty.

At this point I am refusing to pay on principle and trying to seek some sort of free legal support or other citizens who I know are getting fed up with being abused by the City. They are taking advantage of us. They are making and enforcing their own laws and no one is paying attention. I am a full-time graduate student getting a doctorate in clinical psychology. I do not have time for this and the city is counting on insignificant amounts of money, and people not caring enough to take a stand. Something must be done. This feels like the tea taxes inflicted on the American Colonies by the British. No one is taking a stand.

There is no way to put my contact information in this. The website will not allow it. I don't know what recourse to take at this point except just make a lot of noise and hope others will hear it and pay attention.
