City Of Peru negligence Peru Illinois

A tree that was sitting on city property fell on my house. I have lived in this house for nine years and the tree has been dead since i have lived here. At first the city tried telling me that the property was not thiers.

When the city could not deny the property any longer they finally got the tree out of my yard. That was a week later. I recieve a letter from the citys insurence company telling me the city was not responabable because they had no prior knowlage of the tree being dead.

I did inform them of the tree more then once. The last time was in febuary when the first part of the tree had fallen. The tree finally fell on my house on april 30th.

Also I live at the bottom of a hill in the nine years that I have lived here the city has never provided us with any kind of drainage. When it rains that water comes down my hill like a water fall. all the garbage from peoples yards and the gravel from the top of the hill ends up in my yard.

Does the city have to provide us with proper drainage? Can the city be held liable for the tree that smashed my roof and my deck?
