I just received a collection note from AFNI Collections for $175 apparently owed to T-Mobile even though I never had a T-Mobile account. When I contacted T-Mobile they have no record of what it is owed for. I have seen many other of these claims made on this and other sites. I did call AFNI and they they told me I could fill out a dispute form. My question is this... What steps exactly should I take to end this harrassment so that it does not affect my home refinance at the end of the summer?

I am in the same boat as you.
Request a debt validation from them. Make sure that you send it via certified/return receipt by mail.
They probably will not be able to vaildate the debt. As they were not able to validate mine.
I spoke with an attorney, and of course there's a catch before you can sue them, which you totally can!
If you have an issue with your refinancement or if the interest rate goes up because of AFNI's reporting on your credit, then you can sue for big bucks because that increase in interest rate could cost you thousands.
If it doesn't affect you, besides a negative mark on your credit, you can try to sue them in small claims for $1,000.00 which is the maximum amount for unfair debt collection under the Fair Collections Practices Act.
First do the following, so you have records.-
1. Request they validate the debt. Go to www.creditinfocenter.com, they have sample letters for debt validations
2. file a complaint with the attorney general of Illinois (where AFNI is from)
3. file a complaint with the attorney general of your state.
4. file a complaint with the Better Buisiness Bureau , which you can do online.
make sure you send EVERYTHING certified with return receipts.
Hopefully this will get them off your back without having to go to court.

Don't waste your time filling out their dispute form....AFNI is notorious for stalling tactics...
Send a letter via Certified Mail + Return Receipt to AFNI stating:
Per the Fair Debt Collection Practices Act, I am requesting written validation of this alleged debt, which includes:
- a copy of the original signed contract with my signature
- validation of the original "Date of Delinquency" for this alleged debt
- validation of the "Date of Last Activity" for this alleged debt
- validation that this alleged debt is within the statute of limitations.
Per the Fair Debt Collection Practices Act, it is your responsibility to validate this debt...not mine.
Receipt of this letter is being officially time stamped per the USPS. Your firm will either validate the debt within the allowable 30 day period or you won't. If you refuse, this fact will be used to challenge any negative notation you place on my credit files.
If AFNI refuses to validate the debt and places a bogus negative notation on my credit files, I will have no choice by to take legal action per my rights under the Fair Debt Collection Practices Act. I also file reports with the Attorney General of Illinois if this bogus notation is not removed from my credit file...
