In the 11 years that I had Comcast for both TV and Internet, I counted 10 outages which seemed to be for no reason and which lasted for 3 or more days EACH and it was getting worse each year.  These outages were neighborhood wide.  In February 2012, I left Comcast XFinity's TV service in favor of DirecTV.  On December 24, 2012, Little Rock, AR was affected by a snow storm that knocked out power for 3 days.  After the power came back on, Comcast denied us service in our neighborhood until January 5, 2013 by which time I had had Exede come out to set me up with their Internet service and I had already turned the modem owned by Comcast back into Comcast and was assured by Comcast that I would not be charged for the service days from December 24, 2012 until I had turned in their modem to them on January 5, 2012 which meant I should have been charged for only 4 days during that particular billing statement which would have been for a cost of $6.57, they charged me for a total of 16 days (including the 12 days of nonservice) which resulted in a charge of $24.87.  I have been fighting to get this bill corrected ever since January 12, 2013.  To add insult to injury, Comcast turned my account to a collection agency in late January 2013 even though I had made it totally clear to Comcast in 3 letters that it was their error that was causing me not to pay the bill because I was waiting for them to make the promised adjustment to my bill (they had promised this adjustment to all of their affected customers in the affected publicly on TV and the radio!) before I made payment so that I would be assured that they would not try to come after me for any fraudulent amounts.

Under the Federal Fair Debt Collection Practices Act  (Federal FDCPA) offers you protection from harassment whether it is a debt that you actually owe or a debt that you do not owe.  You are able to sue them for every time that they break the law by calling you after you have asked them to put your number on their do not call list as well as every time that they have contacted you in any way (other than 1 allowed time to tell you that they will cease and desist) after you have sent them a registered letter return receipt requested telling them to cease and desist.  Lemberg and Associates found at (((ROR redacted))) are very good at handling this.
