Committed Jewelry, Elisa Gomez Blatant disregard for fair business, thief, ignores all emails. Does not deliver product! Internet

I placed my order with Elisa through etsy in December 2014. Shortly after, her account disappeared and I learned that she had opened her new shop because etsy had removed her (apparently because of fradulent behaviour). I found her email address though, and she assured me she could get my rings to me. I paid $75. 

She gave a story about etsy screwing her over - taking too many orders that she told them she couldn't handle, but they proceeded with them anyway. Long story short, we emailed back and forth over several months. She aplogized, promising they'd be delivered "next week." Or, "they're ready to ship - I'm sending them out first thing Monday!"

Well, it's been ten months. She no longer responds to my emails, and I have been beyond patient and polite. I get the struggles of an independent artist. I am blocked on her instagram and facebook. It's ridiculous and dispicable. She stole my money. I just want it back. What kind of principles does she have? She fools many of her followers, but I know I'm not the only one going through this.
