National Awards Commision ripoff, award notification Kansas City Missouri

Received a letter marked "Sensitive Mail" from National Awards Commision of Kansas City MO. Letter appears to be genuine with Gold Seal explaining that an award of $1,000,000.00 prize will be awarded either as a single payment of $555,000.00 or 30 annual award payments of $33,334.00, if I am confirmed the winner.

There are 2 items of interest concerning this Award;
1.Attached note be completed with a required $11.89 selection fee

2."In stipulation that your return entry resolution is required to proceed according to the terms and conditions stated herein, we hereby request your reply WITHIN 7 DAYS so that our office can process your CONFIRMED opportunity to win the PRIZE AWARD.....".Note: this does not stipulate when the 7 day period begins, date letter recieved (06/25/05) or date sent (06/18/05 9:30 am.

The Letter posts an internal tracking #F02890036176 and I.D. reference #802568585 and signed by a Paul Bishop Prize officer.

I recently heard a news report of this scam but didn't think I'd be one of the recipients.
