Concord Enterprises Inc. has kept my money on a canceled order and will not respond to contacts I have made to them Los Angeles California

I placed a request for a order on their web site at the begining of March 2008 but the next day when a sales rep called me and told me the shipping for my 86 dollar order would be 72 dollars I asked them to cancel the order and to credit back the $43.08 they had previously charged against my credit card. A week later and they still had not credited back the money so I sent them a email which they never answered. Then I tried to call them a few days later and the lady I talked to at billing asked if I had placed the order online. When I said I had she transfered me to someones voice mail were of course I left a detailed message along with my phone number and order details. Again they never contacted me back. It has been a week now since I placed the phone call and no word from them as of yet and no credit back on the charge.
