What you should know about Andrew Peckam

Andrew Peckham - Owner/Operator of Creative Window Film in Sarnia and London Ontario is a one man show. As someone who promotes himself as a model citizen and a friendly fellow, Peckham is one of the few Southern Ontario businesses that takes advantage of the CSC, Careers in Corrections giving ex-cons a minimum wage job, helping ex-cons to work their way back into society. Peckham hires mostly sex offenders and pedophiles. The program that Creative Window Films uses provides Sex Offenders Rehabilitative Programs & Anger Management Programs through their employment.

All of this is true and legitimate. Its not illegal to hire a pedophile, rapist, or ex-con. My concern as a social worker managing these files is that YOU, clients of Creative Window Films, should know who is entering into your house to tint your windows, or office. YOU, should have the right to say NO, I DONT WANT A PEDOPHILE IN MY SPACE.

Since 2008, Julio Cesar Arriero, nick name Arrow has been working for Creative Window Films in the London and Sarnia area. Last week Julio cornered a 9 year boy in his home while his mother was speaking with Andrew Peckham about some work he was doing in the front room of the house. For 20 min Julio Cesar Arriero molested the 9 year old boy and now Julio Cesar Arriero is on the run.

Police Step Up Search For Accused Pedophile

He's accused of committing disturbing crimes against youngsters, and now Toronto Police are turning to the Internet in an attempt to track him down.Julio Cesar Arriero, 36, is wanted for two counts each of sexual assault and sexual exploitation, in connection with the alleged sexual assault of two youths.

Investigators want to find him fast, and posted a video appeal for information on YouTube. They've also posted information about the case on the Facebook Crime Stoppers page (You need to be a member to see it.).

Arriero is decribed as:Light brown complexion 5'8", 180 lbs Muscular build Long hair worn in a ponytail (which may have been cut short) He has tattoos of names on his right hand, nicknames on his chest, and sun, cloud and lightning symbols on both arms. He's been known to go by the names Ceasar Vargas, Ceasar Arriero and Carlos Vargas. It's believed he's in the Toronto area and has a number of acquaintances and relatives throughout the GTA.
