 The salesman refused to refund my money although I was turned down for financing. At first, I was told to come back for a refund, but after the 3rd day they out right refused to give me a refund of 1500.

What does the contract say?

Do you have a copy of your contract? Check to see what remedy you have since your financing was turned down. I am assuming that the entire purchase is contingent on you being able to obtain financing but there should be a paragraph in the contract specifying what happens if you don't qualify for financing. If they still won't return the deposit, then take the dealer to small claims court and report them to the CFPB.
