GEI Sanitation billing for services not provided McConnelsville Ohio

my husband and i were flipping a house to resell and called gei sanitation for a dumpster to use during thie last few months of this huge project. We had already rented 2 huge roll off dumpsters from republic waste for the roofing, siding, windows and a majority of the drywall and had already had them picked up. The gei dumpster would be used for finishing up our project and disposing of the daily trash. To start off, the dumpster was not delivered until 3 weeks after we were told it would be delivered. when the dumpster was delivered, approximately 20-25% of the bottom was rusted away, however at this point we were just glad to have a dumpster. The dumpster was supposed to be picked up once a week, however, was only picked up 3 times in the 12 weeks that it should have been picked up. upon the completion of our remodeling project, the dumpster was piled approximately 2 feet above the top of the dumpster. this did not count all the trash bags we had transported home to put in our own dumpster because they would not longer fit in this one. The dumpster at our home was also owned by gei sanitation. i called gei to ask that the dumpster be picked up and was told they had no record of the dumpster and she asked me the location and size of the dumpster. it went downhill from there. i received a bill in the mail for the entire 3 months of service, which was not provided. I explained that the dumpster was only emptied 3 times and that i had never received a bill. a few days later I received a bill for 3 months for which I only paid $95 or one month worth of service. i felt this was fair since they did not provide the service of emptying the dumpster once a week, but only 3 times in 3 months. after receiving bills from gei for 3 months, the collection action was turned over to capital accounts who have been calling with harrassing calls for the past 10 months. each time i tell them i am not paying anymore money for a service that was not provided and even submitted a rebuttal letter to which i received no response. i try to ask the callers about my rebuttal when they call but the agents from capital accounts are rude and do not allow you to say anything without interrupting. the last call from them being today where i told them i was not paying and they would have to take me to court. i told the caller to have a good day and hung up. i hold gei sanitation responsible for these harrassing calls. if gei sanitation was managed as a business should be, we would not be having this issue. gei sanitation is a trash collection company being run by the owners daughter who doesn't have a clue of how to run a business. I have talked with several other people who have issues with gei, be it billing or non pickup of trash as scheduled. i urge anyone else who has had, or are having issues with gei sanitation to respond to my complaint.
