Dating Site Builder Gordon- Sales person Fraud- did not deliver services I paid for california, California

I signed up to dating site builder for their enterprise package. This comes with a customised website which Dating site builder does for you. We sent them all the information and details of what we wanted on the site.

I constantly had to write to them through their ticket service for sections they claimed to have completed. Our website was meant to be a UK site only. On the home page they put options for "country" and "state", there are no states in the UK. They would not remove these options from the page. Their responses to a lot of my complaints were vague and sometimes hard to understand because of their typing and grammar errors. A month later the site was still not complete and  I had been billed again.

I called Gordon and he hung up on me before I had even finished talking, which by the way was not the first time he had done this.

I then sent a ticket to complain about this, and i got a response from their admin apologising and saying that they had recently fired some of their staff due to these complaints. I tried calling again but got no answer. I submitted another ticket asking why there was no answer and was told to call agian, but there was still no answer.

I cancelled my subscription and asked for a refund, they refused because I had been with them for over 30 days. 
How is this company still operating? I have read their reviews and a lot of people are not happy about the service they have received.Is there no way of having them investigated or shut down?!
