We hired Dave Qualls of Qualls Investigations to perform Surveillance Investigation for us. Reports were submitted with fraudulent hours and times dates and locations.
False billing and false reporting is very troublesome and we would hate to see others fall victim to this practice by this man.

SANTA ANA A former police officer working as an unlicensed private investigator was charged today with defrauding his clients and intimidating his detractors, including threatening to burn down the house of a licensed private investigator. He has also been charged with engaging in a conspiracy to commit the crime of sexual assault of an animal by posting ads on Craigslist to have women engage in bestiality with his dog.
Kevin Michael Sianez, 53, Fountain Valley, has been charged in a 63-count criminal complaint. His felony charges include 20 counts of grand theft by false pretense, 12 counts of fraudulently using an access card, two counts of second degree commercial burglary, five counts of possession of a firearm by a felon stemming from a 1998 conviction for stalking, four counts of theft with a prior conviction for the same crime in 1999, four counts of obtaining electricity services through false representation, and one count each of identity theft, perjury by declaration, computer access and fraud, and possession of ammunition by a prohibited person.
The misdemeanor charges against Sianez include three counts of conspiracy to commit sexual assault upon an animal, two counts of dissuading a witness from reporting a crime, three counts of obtaining electricity services through false representation, and one count each of criminal threats, unlawful representation as a private investigator, engaging in the business of private investigation, and doing business without a valid license.
He faces sentencing enhancements for aggravated white collar crime over $100,000 and property damage over $65,000. If convicted, Sianez faces a maximum sentence of 38 years in state prison. He was arrested June 24, 2010, by Orange County District Attorneys Office (OCDA) Investigators and is being held on $500,000 bail. He is expected to be arraigned Monday, June 28, 2010, at 8:30 a.m. in Department C-55, Central Justice Center, Santa Ana.
Circumstances of the Case
The defendant worked as a police officer between 1979 and 1986 for the Santa Ana and Stanton Police Departments. The Stanton Police Department no longer exists. Between November 2005 and June 2010, Sianez is accused of owning and illegally operating private investigation services without a license under the names KMS Investigations, Fore-Front Investigations, and 4Front Investigations. Business and Professions Code 7523 requires proper licensing through the California Department of Consumer Affairs Bureau of Security and Investigative Services to operate as a private investigator. The defendant is accused of falsely identifying himself as a licensed private investigator. The defendant is accused of posting false reviews of his various businesses on Internet investigator and referral websites to optimize his search engine presence.
He is accused of using these fabricated reviews to mislead potential clients into believing his businesses had nationwide offices and investigators, when in fact he operated out of a small suite in Fountain Valley with less than five employees, who were primarily family members. Sianez is accused of defrauding clients by performing little or no work on their cases after receiving payment. He is also accused of defrauding properly licensed private investigation firms by subcontracting investigative work to them and failing to pay for their services.
Sianez is accused of attempting to intimidate and dissuade witnesses of his fraudulent activities, including two former employees, by threatening to use his knowledge and contacts as a former police officer to file false police reports against them if they reported his actions to the police or public. He is accused of threatening to burn down the home of a private investigator if she did not remove Internet comments she had posted alerting the public about his fraudulent activity.
The OCDA Bureau of Investigation began investigating this case after receiving a complaint in March 2010, from the California Department of Consumer Affairs. In the course of the fraud investigation, OCDA Investigators discovered additional evidence of a bestiality conspiracy. Between October 2009 and January 2010, Sianez is accused of posting ads on Craigslist seeking women to engage in acts of bestiality with his Labrador Retriever. He is accused of conspiring with several unknown co-conspirators via e-mail to set up meetings in order for the bestiality to occur.

About your "ability" to read people's writings and determine who they are and what they have done in their life. That is so utterly ridiculous. You have no clue who I am and what I have accomplished. You can believe 1/2000th of what I write for all I care!
Everything I have posted about this person and his company is true. There is no California Corporation under KMS Investigations and the company does not have a PI license.
Show me one state in the country where they hold a real PI license where the owner has submitted to a full background check, and not just operating under some cheesy business license.
If there were truly a big corporate enterprise like the one you suggest, then there should be someone who could qualify to obtain a PI license. But this isn't the case, is it?
The owner of the company should be the one that is contesting the posts, but he is still suspiciously silent. That should speak volumes about who is being honest here.
I predict yet another smug response that overwhelmingly supports KMS and tries to shed doubt on everyone else. Just more b.s. and propaganda!

In response to this "HA" character, you state your former law enforcement? Give me a break my friend. IF you are retired PD your comments would not be such and the wording about bringing this Kevin character to "Justice" Cops are from a different breed. We believe no more than about 1/20th of what we hear and all of what we see. Bring him to justice for what?
All this about california or alabama or whever. There are sol prop's or DBA'S like this Qualls fellow. Then there are llc's or corporations. I feel like I am teaching school children here. IT tooks me less than 9 minutes to see KMS is incorporated in Delaware where 64% of US businesses are.
In other words you are all talking about him as an individual where it is not a him or her its a corporation. He is probably one of the officers of the corporation like any llc or corp is. So it is not him your issue what ever it is would be with KMS Corporation.
Also why did this Dave fellow not do what every single person or company does when there is a past due invoice? Contact a collection agency or something. Nope he goes on this wishy washy site and gripes.
You can read other postings I have in various locations in this Rip Off report so I am not just singling out this Qualls fellow.
It took me less than 10 minutes to get the facts and this "HA" character is putting info out like he knows this company or "seeking justice" For What?

Sir, to come on here and make uninformed comments about the companies involved is wrong. The truth is the truth and you are welcome to look up these things for yourself. If you are really a former law enforcement officer, you should have no trouble checking these public record sources and seeing the complaints and criminal filings.
Feel free to check out Qualls in the same manner and then come back and post your findings. To conclude he has something to hide without having any of the facts is quite ridiculous. Makes me wonder whether you are just another figment of Kevin's imagination.
I have personally spoken to Qualls and his only axe to grind is not being paid for performing services to the tune of $3k. He had worked several previous cases for this company and had been paid, but suddenly got a bunch of excuses why he was not being paid on the large invoice.
He has ample documentation to prove his case. He did not realize the company he was contracting with was unlicensed, not incorporated and the owner had a criminal record. He found this site and realized there were multiple complaints from clients who had paid but not received services rendered. They had also received no report or results or any proof that the work had been properly done and had been ignored by KMS. Thus, he posted his story as well.
Do not be fooled by all the postings from obscure people within KMS. There are no such people. All the information I have shows the company is a one-man shop based in Orange County, CA. Qualls has documentation from Kevin Sianez, KMS Investigations out of Orange California that shows he recently opened an "office" in Alabama.
It is nothing more than a mail drop and forwarding telephone number. The most telling sign of all is Kevin Sianez himself is not responding to the complaints.
As I see it, Qualls is doing the right thing by alerting people and highlighting the things mentioned herein. Instead of Kevin Sianez coming here to answer complaints against him, there are all these obscure people posting misinformation about KMS. And more importantly, fake posters are now attacking Qualls credibility.
None of the complaints came up against Qualls until he posted his story. Qualls has never worked for any of those people. There are no complaints against him in the public domain. Again, if you are so interested in determining who is right, then look up these things for yourself before you make ignorant remarks.
I, myself, am a former law enforcement officer and have been a LICENSED PI in several states for quite a few years. I am very interested in complaints of unlicensed PI activity and in bringing down people who shed a bad light onto our profession. KMS is doing both of these things.
We will move on when KMS has been shut down and the owner is brought to justice.

Retired law enforcement guy here from Cortez, Colorado. It appears that you have some issue or an axe to grind Mr. Qualls. You have went so overboard that its beyond believable at this point.
If you have an issue post it but to go on and on about each issue is overkill which typically shows an individual with something to hide?
I dont personally know either company but after 24 years in law enforcement you know people. I would be interested in what other firms or your customers have to say about you. Thats just one persons opinion but I suspect its the right opinion. Move on to something else. Many times the person pointing the finger or screaming the loudest is the one that is dirty.

Clearly, you posted this false claim just hours after our agency warned the public about you not paying $3K for our photo and video surveillance performed in MD.
You mention "WE hired Dave Qualls". Exactly who is 'we'. I suppose when you're making up stories, you cannot come up with a name. Qualls Investigations has never been contacted by anyone in New York for any kind of work.
Please inform us of when and where this work was supposedely performed?! And I'm sure that if this were all true, we'd have some sort of court documents files against us? Afterall, you know where we are located, we have no reason to close up shop like you have....

This is a fake complaint posted by Kevin with KMS Investigations, Qualls is presently pursuing KMS for a $3k unpaid subcontract invesigative bill.
KMS has multiple complaints from other consumers here on this site. Kevin is doing his best to wage a propaganda campaign to shed doubt on people that complain about him.
People here on this site report hiring KMS and getting nothing in return, but a bunch of b.s. about donating more time on their investigation. The clients never receive a report or any accounting for where the client's retainer went. KMS always puts the blame on the client.
The truth of the matter is Kevin is operating an unlicensed PI business in a California, a state that requires a PI license. He has criminal convictions in Orange County Superior Court in California for theft, stalking and failure to provide for minor child. He has multiple BBB complaints filed in the Southern California area. He is claiming his company is a corporation when there is no such corportion listed in California.
This guy is a real whack job and you should avoid doing busines with him at all costs.
If you have done business with him and have a complaint, please contact do a Google search for BSIS and file a complaint against him with the State of California.
