Dennis P.Lewis ripoff Manchester Pennsylvania

First i want to apoligize for my english wich is not perfect since it's not my mother tongue.
So i'm here to find a way because i've been ripped off by Dennis P.Lewis, but first of all
i'll explain you how this happened:

I've saved a big amount of money : 400 USD (this is a lot because i'm student...) so i went
on ebay.com to find my greatest pleasure : an old video game system called neogeo.

the link may not be still available in the future so here's the description :

NEO GEO SYSTEM AND 7 GAMES . I was really interested in this so i've emailed the seller and
he was okay to cancel the auction and to sell it to me without using ebay we've agreed on the price
of 374 USD including shipping to my country : Bulgaria. I wanted to make a secure payment using PayPal
but this guy refused because he didn't agree with paypal terms ( wich allows you to get your money back
if nothing received ...) so it sounded little fishy to me so i was okay to send half of the money ( 187 USD)
before delivery and other half after delivery. He was ok.

I make him a wire transfer using western union
so i payed 187 USD + 22 USD of wester union fee. After this the guy was less often on MSN ( an online messenger
from microsoft), he gave me a False tracking number from UPS : i call my local ups who said me there's no shipping
associated on this number(even nothing for the US website) and even nothing send to you from Dennis P.Lewis. After 1 weeks he finaly find this excuse :
UPS said me the packet is block at the custom without reason ( wich is false because i'm buying often internationaly and when a packet is blocked there's always a reason and moreover the shipping company know the existence of the packet).

So he said me he'll resend it and he gave me again a wrong tracking number and no trace of this at UPS off course.

I asked him to use an other company : DHL and again nothing no delivery no tracking number. Finally this was going to make me crazy so i asked him for a refund, he said me okay no problem he gave me a Wester union Money Transfer Control number wich is not working of course i've called western union and there's no payement within this number and nothing for me from him.

I've tried to talk him on AIM but now he's pretending to be his wife on the messenger i've emailed him explaining him that there's nothing from western union and he's not answering i've called him in US but he doesn't want to pick up the phone.

I don't know if you can understand how much money is 400 USD for bulgaria but the minimal salary per month is 220 USD/month so my 209 USD are a lot of saving only to buy the system of my dream. So here are all the details from this guy :

I've checked on an american website(http://www.reversephonedirectory.com/) the number is associated to this name from month so he must live there.
I've posted this report to find someone to help me or advise me to get me money back: so lawyer who can go on justice in this states are welcome (we'll find a way for salary like percentage on the money asked for trouble he caused me), people who can inform me if there's company which can get your money back anything wich can help. because if i can't find a legal way i'll go there this summer to settle this in person( and i'll ask him to pay the trip ticket since i'll come only for him) at any cost because i've worked so hard to earn this money and i can't stand that someone want to ripp me off may be he think he's secured because i'm living in an other country but justice is worldwide!.

By the way i have friends in US around new york if the justice requier someone from US it's ok they can go for me.

PS: i've keept all the email, talk,wrong tracking number from UPS, document from western union i think it can help
if this has to be solved on justice.

thanks a lot for letting me post this rip off report i hope that some people will contact be to find a solution because now i'm missing this money for personnal reason now (my girl friend got hospitalized ... ) so any help of any kind are trully appreciated.
