Department of Legal Affairs US Treasury Legal Action Started Against Me Sacramento California

On 06/24/14 a message was left on my home telephone from a gentleman with a heavy Indian accent who identified himself as Vincent Richard from the Department of Legal Affairs, US Treasury.  He wanted to speak with me regarding legal action started in my name.  I returned the call, was given a work ID #11738.  When I inquired what this call was regarding, he inquired if I had received paperwork regarding the action, I advised him I did not.  He then said that he would read the details of the summons and the call was being recorded so I must be "truthful and honest in my answers".  He advised me that there were three charges, once he started listing them, I interrupted and told him he had the wrong person - since the last charge he mentioned was THEM initiating a payment plan with me to pay my outstanding taxes - he stated that it was the right person.  I am quite certain that I do not owe any outstanding taxes.  If I did the Federal Government would have deducted any monies due to them prior to me receiving my income tax return.

I started questioning him as to what kind of taxes he was referring to, when was it from. etc. and the line went blank, he stopeed responding and the phone call was lost.  I advised my husband of what had just happened and he IMMEDIATELY called back, he got a recording and left them a message.  I then called again and left a message indicating that the conversation was troublesome and upsetting to me, the name on the recording was Robert Matthews.  I then went online and looked up the area and found it was a Los Angeles, CA landline.  I then checked the web for information on the US Depertment of TReasury, Legal Affairs Department and found this website.
