Direct Express/Rachael L. failed to replace funds that were made from stolen card number san antonio Texas

My daughter stole my credit card number and made 243 dollars worth of charges.  I reported this to Direct Express  and cancelled my card.  I went over the charges with my daughter(who freely admitted the theft) and the representative of Direct Express.  I evicted my daughter and when I was able, filed a report with the Sheriffs dept.  I also reported case number and officer to Direct Express.  They sent me a letter stating that based on their internal records and my card history they could not confirm a fraud and that it was between me and the vendor.  They also stated I could call and obtain copies of the records they used for determination.  I called and was told to request copies in writing and that I could also request a review of the decision.  After two letters requesting the copies and a copy of their theft policy without an answer, I called them.  Finally I reached a "person" who stated that the decision was final.  I requested a supervisor and was told that the supervisor would tell me the same.  I was not given a reason why the copies weren't sent.  I told him that I would not file a complaint with a Sheriff if it weren't true.  He just told me that there was no further recourse.
