DISH NETWORK Technician grounded wires to exterior lighting! Internet

Technician came to house to install dish network. He installed the 2 dishes right next to an exterior light that goes on at sundown. Everything was great in the beginging.I thought it was strange that they installed the dish so close to the light .

 I live in a townhouse. There are rows of townhouses. My house is the first so I am on the corner.  Eventually the light outside stopped working - I called the Home Owners Assoc. to let them know since i dont like that whole area to be dark since im always walking my dogs.  Its usually something simple and in a few days its usually fixed.  The HOA let me know that the dish was installed wrong and it burnt out the transformer. The dish technician grounded the wires to the existing light. 

The HOA sent an electrician to fix the light. I got the bill for $600. I called dish network. They came by took pictures. The dishes were removed in July. I spoke to many incompetent people -eventually Drew Adian helped me. He was very nice and helpful at first. The HOA would not approve installation of the dish until the bill of $600 was paid. I faxed over the bill and pictures to Drew. 

I didnt get anywhere with him so he suggested I speak to his supervisor Charles Mckay. Charles was also very helpful in the begining. After months of going back and forth Dish Network blaming it on the HOA and the HOA blaming it on Dish Network. All I know is that I didnt go up on a ladder to install it so why am I blamed?

I told Charles its not my fault but I am willing to pay half (which i dont think i should) but I just wanted to solve this problem. I miss not watching tv. The kicker is charles told me he would "waive my bill". I was being charged for the service even though I had no service and no satellite dish!!!!

At that point I was very angry. He made it seem that he was doing me a favor by waiving a bill I shouldnt have been charged with in the first place.

He told me he would come up with $200 but no more. I dont think I should be paying one cent for this but I just wanted this headache to go away. I have called Drew Adian and Charles Mckay every day for 3 weeks and not 1 return phone call. Charles voicemail said he was out of town, but even when he returned not a phone call.  I left many messages to "please have the courtesy to return my call". NOTHING!!  

What happened to customer service.
