I saw a pick up truck for sale at this company. Walked in to inquire the mileage, mechanical needs and price of vehicle. Was told vehicle had no issues, had only 127,000 miles and was for sale for 3700. The salesman pushed for a deposit and I stated I would come back the next day for a test drive and payment. The 1st thing noticed was that the mileage was actually 167,000 and I let that go thinking that the dealer was confused without looking at the papers first. Then during the test drive I noticed that the check engine light was on and also the door ajar light was on so I pulled over and checked all the doors to see which was open. The rear door on the passenger side would not open at all. There was rot  holding the door stuck shut and I noticed at the outter bottom portion of door was a big hole due to being rotted. Upon returning from test drive, dealer was asked about the discovered issues. He said he would  have the check engine light issue and door ajar issue fixed prior to delivery of the car. I was also led to believe that the rot on door issue was a fix costing 125.-200. dollars and the dealer even took 200 off the bill because of it. It was a weekend and I was told I would be called when the issues were straight and a legal inspection was on the vehicle. Over the weekend, I called more than a dozen repair shops in attempts to get a quote and book a repair appt. I was quickly educated that the door issue was a common one for this type of vehicle and that the color of the vehicle was on the top five of list of most expensive paint colors in the world and that the cheapest quote I was able to get was 1150. dollars. At that point I decided that I did not want the truck which is 15 years old, high miles and the door issue alone costs on top of his selling price placed the bill above the value of the truck. On the monday after the weekend, I was calling the dealer and left a couple of messages that I did not want the truck. After not getting a call back, I called the salesman directly to his cell phone and told him I did not want the truck, blah, blah, and the salesman hung up on me. I then thought to send and email onto their website and FB pages. The website was empty of any listings and obviously was not maintained and was set up to be an online sign saying come to us for a used car. The fb page they had, was inactive and the last time any post made by the dealer was 3 years ago. I patiently waited a few days for this company to get back to me and when I did not hear from them, I filed a dispute  to AMEX as I used their credit card to give the dealer a deposit in the amount of 3622. dollars. A month later AMEX sent me written notice that the dispute was closed and ruled in favor of the dealer. The letter also stated taat I HAD TO accept the truck and any further disputes will have to be done directly to the dealer and not them. The dealer actually lied to AMEX telling them that I never came to get the truck, that I never complained about anything, that they had called me multiple times ( no history of missed calls from them-dealer-in my phone!)and told AMEX that they were willing to work with me. After getting the letter, I called AMEX and they told me that the dealer had already accepted and removed the down payment a month prior ( In other words he was paid). I called my state dealer comission to discover that I, as the consumer, had no legal recourse because 1. no lemon law in RI for any car that has over 36000 miles on it ( basically has to be practically brand new) and 2. The laws or entity actually protects the dealer and not the consumer and the dealer can do whatever he sees fit in reference to deposits. 3. That when I gave a deposit, I made a legal contract that is binding ( even though I was never handed documentation-bill of sale, title, etc- or given possession of vehicle). I then , against my will, being forced to take a vehicle I did not want at all, called the dealership and spoke with the owner Erick Zambrano. Zambrano claimed that he was never paid and that I had to wait 90 days before he would give me the truck. He also dropped a hint that he had a good lawyer working on this ( which later I realized he was telling me he was up to no good and already had a lawyer to protect him should I seek  legal recourse). Several calls to Zambrano asking to please close the deal were met with the same response that he was never paid. Then after each call to Zambrano I would call AMEX and they would assure me that monies were indeed paid to Zambrano....this went on for another month with the calls being made on a every 3-4 days basis. Finally, I spoke with an attorney and was informed that no atty will take the case because the money involved was insufficient and that the laws in RI wwill make it practically impossible to win my case. The lawyer also speculated, which the speculation appears to have come true, that Zambrano was stalling in order to claim I abandoned the car and thereby further him a right to legally keep the car as well as my money.  It is now 4 months later and I never got the car and I have a 3622. dollar bill to pay for nothing. He has sinced closed their FB page and their website as well. Daily, for 3 months I have gone by the dealership and never saw the truck on the lot again and have even gone after hours and walked around even behind their bldg where they keep cars to be fixed and no truck. Someone needs to get some laws changed in RI that will actually protect consumers from underhanded practices of the car dealers.
