Exactly what problem do you want them to resolve?
"Equal Payment Plans" are usually a program set up where the utility takes your average usage for a year and then divides that over 12 months so that your payments are pretty much "equal". That is there will be some months you are paying more than your actual usage, but that is made up by the months you are paying less.
Now depending on the company you MAY need to reapply every year, if you don't then they may drop you. But if you were removed from the program the worst that would happen is you would go to paying for your ACTUAL usage. If you had paid more during the EPP you would have a credit balance and that just gets applied to future bills, if you had not paid for all of your usage yet you would still owe additional money. So I don't understand exactly what money you want back.
