Duke Energy offers a "Reduced Rate For Social Security Recipients." This is an independent program that Duke provides, in the form of a reduced rate per KW. The requirements are that the head of household receive social security as a primary source of income. This rate was applied to my Duke Energy bills in May of 2011.

Part Two - A resolution

I contacted the Charlotte BBB on 9-16, when my original report was written on Ripoff Report. On 9-30, a Duke rep named Felix called to tell me that the SSI rate would be applied to my future bills. I asked if my previous bills would be compensated via credit (as I had asked in my BbB claim). I explained my constant problems with the form - misinformation, promises to review calls of that misinformation, blank emails, a 'lost' form...which I feel constitutes for the unadjusted bills to be fixed. I did what I was told to do by Duke supervisors (most representative almost never knew of the SSI rate). Felix was surprised to hear the rate was applied to my previous residence and said he would call back today with an answer about crediting what wasn't adjusted on previous bills. I doubt they'll adjust it, but if they do, I'll be able to catch up with other bills and eventually get a cell phone again. Shoot, nothing beats a try like a failure.
I believe that the Charlotte BBB really did make a difference in Duke's sudden choice to follow through with applying the adjustment. Maybe the 'lost' form was found? I wanted to post this update beacuse this may offer a resolution to others who are struggling with Duke to receive this form.
