In our sincere efforts to resolve our toll billing issues, we were aghast to learn that holds were put on our vehicle registrations and thus are being exploited by being charged more in fees than what was actually ever owed as a result of bills never being sent or as they allege "Were sent to a different address" even though all of our other mail had no issue whatsoever making it to us because we made sure it was all forwarded beforehand. 

No other private enterprise maintains this sort of leverage without recourse and they are absolutely out of control predators with it. Contrary to their previous media claims, they literally are "In the business of collecting fee's, not tolls"

And the most disgusting part of this entire ordeal is that we were offered the option by an initially very helpful representative to settle our account in full if we signed up for an ExpressToll account with a $35 account balance, with 20% of the tolls removed, as well as all late fees and civil penalties. I truthfully would've leaped at this to take care of it then because we hate having any debt, but our household income have been well below the federal poverty line and due to unforseen medical issues and expenses as well having to stay home to care for a high needs infant, almost toddler then; and therefore, we would have been making choices between groceries, medication, copays and fuel to get to medical care.

Unfortunately, the the amount they offered was still too far beyond our ability to pay at that very moment. So, I very kindly explained that I couldn't do that immediately to the lady I spoke with thinking we could still work something out since she had been so helpful already. What happened next left me speechless and offended. She made a very quick about turn, behaving put out and quite rudely to that explanation and then attempted to end the call abruptly. However, I did manage to ask her before she did so if I could call back as soon we could pay for that same option and she uttered an irritated "Sure." before she rambled off a very tired, scripted "Thanks for callin', BYE!"

Fast forward to about a month ago. After recieving our income tax return, and a small monitary gift we recently recieved, we were thankful to finally have the funds to pay the settlement amount and be done with it. So I call and explain that I now have the funds for the settlement amount they'd offered me and was ready to pay only to be coldly informed that they now refuse to uphold that promise and that they have attained the ability to place holds our vehicle titles until it is all paid in full or we set up a payment plan that we simply cannot afford because the payment plan they offered would require making some very compromising choices concerning the care and medical provisions necessary to our family's needs which are first and foremost. We legitimately cannot even consider adding the already out of control fee's we had already been excused of back into all of this.

And it's not even like I could go out and get a night job to help pay for it anyhow with the daily responsibilities of caring for a high maintenence toddler and child for the entire day already in addition to not having a vehicle to safely allow me to get there in the first place, after my husband returns from his job. How is this is conducive to the claims of "We are in the business of collecting tolls, not collecting fines"? It absolutely is not.

This is a very sad example of what an overall failure in professionalism, integrity and consistency does to customers who find themselves in unfortunate circumstances, but who also are just trying to stay afloat in addition to paying their bills as much as they can. We are not scofflaws. We are just one family of thousands that have been abused by ExpressToll as a result of their own failures to comply to their own standards of practice. We are not deadbeats. And ExpressToll is now only cooperating with customers on the basis of profitability, not real opportunities to redeem their toll balances.

This exceeds shameful and is a gross misappropriation of power that's designed to be stacked against anyone they choose to inflict it upon. And never trust their legal department or worse, the 'Judges' E-470 hires as they're limited to only benefit E-470 and not you.

All we have ever wanted to do was pay our tolls to begin with. But that was virtually impossible to do without the appropriate billing information to do so that E-470 promised us before we finally found ourselves riddled with huge medical expenses, limitations and responsibilities, inhibiting our ability to take care of them only after they were accessed the insane fee's that ultimately left us with little to no hope of realistically freeing ourselves from the actual tolls.

E-470, ExpressToll, Linebarger Gaggon & Blair: They are all in it. They lie, they don't care and it doesn't matter who they fail or are screwing over. They have lost both their collective professional and human element and subsequently revenue by continuing to waste their resources on unfairly assessing inflated fee's that make it nearly impossible to actually resolve; as more and more people (including us now) continue to intentionally avoid the unethical E-470 business practices that come with driving on their toll roads. Which is a shame, because I am in favor of toll roads in principle as a capitalist. But this is not capitalism, this is exploitation and abuse by manipulating the Department of Revenue to ensure their own private business reaps the highest possible profit, which they themseles determine upon without any real accountability whatsoever.
