I found a post from Mr. Cobb on Ebay's community page. He provided his e-mail address is one was a victim of a seller with excessive shipping fees.

I just want my stuff. I have worked out the math on what I "owe" this seller. I was even going to let him keep the overcharges from the first order; however, I am not paying over $200 on $30 something dollars remaining bids. As stated below, this so called expertly packaged package weighed under 2 lbs with 11 items.

I have 40 pages to send to my credit card company. I have also filed with the post office. ( A lot of good that will do with someone in China with no return address on the package.)

Candace, a customer service rep at Ebay in San Jose, provided the e-mail link above. I'll bet you it will be so useful.

I was lead to believe that Ebay would assist me with this seller, esp. after I received the package. I sent e-mail with the headers/body of the mail containing the content, ad naseum. After accepting the original amt. which I saw in a voucher in my e-mail, he e-mailed me for almost $300 more. Somehow I found the link at Ebay (it's so much fun to find the correct link to "Customer Service" there, and the correct category). and reported this request.

Bascially, promised 2 "large packages". Received one small package using Global Express, weighing less than 2 lbs, $50 worth of bids, and costing me $127 and change, and charged for insurance that was already provided. Only 11 items were in the box.

Ebay likes to use a Catch 22. They have separated the remaining items from the auction, so I cannot escalate to a claim. I have the original MyEbay page, the items were paid for and were supposed to be shipped in two large packages. The items are knickknacks & some pendants, teensy items. Ebay won't listen. Around Around Around I go...

I am disabled. However, my mind still works. If I could bill this company for my valuable time, I'd make a few $1000. I can't take the run-around anymore.

By the way, I have copies of the shipping rates. I had also asked this seller from the beginning to use the least expensive postage. I asked him for the weight of the items, too. I also found out that Paypal provides shipping, although I do not know their rates.

I received a response from Mr. Cobb's office directly to my registered e-mail address. I provided them with the information they requested over & over. Thank goodness for "saved mail" and copy and pasting. They agreed with me.

Meanwhile, all my bids were in w/the seller. I believed him; he said that the Chinese postal service was high, and he used expensive packaging service. He did not fill in the S&H & insurance sections on the Ebay page. Paid the amount I found in mail, about $136 and change. He then asked for almost $300 more. The bids were $88 & change, well another one of his e-mails said $90 plus. He decided to refund the money.

I'd pay, he'd refund. ....Pain too, because I wrote to the seller in English & using a translation service.

Finally, Mr. Zhou Mei (RaymondLiu016) accepted $127 and change. I was supposed to receive 2 large boxes. Anyway, this box had 11 items. Everything weighed no more than 2 lbs. It had USPS Global Express. I called the postmaster. I checked USPS/China/global Express and read the postage! I almost had a heart attack.

First, the seller charged me for insurance ($11 X $2 a piece) which is included in Global Express. Another seller said that her acct. allowed 10 items per package, $20 a piece, insurance up to $400. My bids were $88 and change with 30 something items (I have to check). Read below, what he did is illegal.

I tried to upgrade the dispute to a claim, but Ebay separated the items; nothing is over $25 (w/o adding in the outrageous fees). The item I clicked on then disappeared as dispute closed!I have asked their CS to combine the items; they don't listen. I just get canned responses.

Meanwhile, I found Ebay's phone no, spoke to CS today, and was disconnected. On the phone again.

I'd received responses at Ebay's mail system that agreed with me, asking me to respond, but no link was provided. Other Customer Service reps said that I knew his S&H fees beforehand. Well, the package was not sent by the Chinese postal service nor worth hundreds of dollars for handling.

Another seller in China told me that she can send 10 items for $20 in ea. package, including insurance up to $400 (my bids were only $88, and the chart I saw showed $100).

I was even advised to talk to live help. What a waste of time; they do not handle this type of problem.

Here is a copy of Ebay's s&h policy: Sellers may charge reasonable shipping and handling fees to cover the costs for mailing, packaging, and handling the items they are selling. While eBay will not prescribe exactly what a seller may or may not charge, eBay will rely on member reports and its own discretion to determine whether or not a seller's shipping, handling, packaging, and/or insurance charges are excessive. Shipping and handling fees may not be listed as a percentage of the final sale price.

Sellers who want to be sure they are in compliance with this policy may charge actual shipping costs plus actual packaging materials cost (or less).

In addition to the final listing price, sellers are permitted to charge:

Actual Shipping cost: This is the actual cost (i.e. postage) for shipping the item.

Handling Fee: Actual packaging materials costs may be charged. A handling fee in addition to actual shipping cost may be charged if it is not excessive.

Insurance: Sellers offering insurance may only charge the actual fee for insurance. No additional amount may be added, such as ?self-insurance?. Sellers who do not use a licensed 3rd party insurance company may not require buyers to purchase insurance. This is a violation of state law.

Tax: Only actual applicable federal, state, country, city, VAT, and equivalent taxes may be charged.

For cross border transactions, sellers may not collect tariffs and duties. However, buyers may be responsible for actual, applicable tariffs, and duties as requested by respective country laws.

Violations of this policy may result in a range of actions, including:

Listing cancellation

Limits on account privileges

Account suspension

Forfeit of eBay fees on cancelled listings

Loss of PowerSeller status

Here is an e-mail sent to Ebay CS, Mr. Cobb's Office, and Laura at Paypal:
Raymondliu016 This seller is holding my items hostage. I
was supposed to receive my items in 2 large packages. I
paid according to a voucher, as he had not filled in the
payment column. He accepted the payment of $138 something, and then asked for almost $300 more. Then he refunded money. I'd pay, he'd refund. Finally accepted the $127, and sent 11 items; my total bids were $88 & change. There are payments at Paypal; I told him to please claim them and send my stuff, He double-charged insurance.

I had NO idea of his postagecost until I actually finally received 1 package of my merchandise. He sent me an e-mail which I forwarded to you, Paypal, and Mr. Cobb's office. In my opinion, he more or less is adding value to his Shipping & handling. The package I received had 11 items, & weighed no more than 2 lbs. It is made out of styrofoam & yellow sticky paper.

After seeing Global Express I called the Postmaster. I don't know what kind of acct. he has, so I used the non-business acct. My bids on the 11 items were about $50 something, but the total was about $127. I have sent you the shipping cost per USPS/China/global express.
Insurance was included but he charged me for insurance and I paid because I did not know. I did not know that there was even Sunday delivery.

here isn't even a return address on the package, just a small sticker with a zip code, barely legible, city is SHAA. He is in violation according to your rules of excessive s&h. You don't have to be an attorney to understand it; and his shipping fees were not for global express. Handling is a joke, handling of the nasty styrofoam that is dropping off like dandruff!

Some items were wrapped together in bubble wrap and the same yellow paper, with no separation. I told this seller I want my items, but he is not going to blackmail me, esp. now that I know the actual shipping rates. He owes me $22 for the extra insurance, too.

Stop sending me canned responses, and help me receive my items. He has sent bills for over $600 shipping & handling on $88 worth of items, different amts. for my bids, I can't take it any more.

Ok, this seller Raymondliu016; I pay he refunds. Oct 13, he

says he won't send cause I have not paid. Told him there is

unclaimed payments here. He has broken S&H policy. Global

Express has charts. If he has business acct. the shipping

is even less. He lied to me about his cost. He was told I'd

receive 2 large packages, received one with 11 items. I

want my stuff, and I will not pay hundreds of dollars for

shipping that cost under $100; I already paid insurance 11

X $2, but items are already insured with Global Express.

Sent you email, in my opinion he is adding value of items

to shipping fees. The package here weighed under 2 lbs.

EBAY is DOING nothing. I am not paying so-called square

trade & paying them $25 for $88 worth of items. I'm calling

my attorney, and sending the 35 dossier to the credit card

company. I noticed that he no longer is private fb, and his

s&h is reduced on some of his items. He did not use Chinese postal

service to mail my package, I'm waiting for the

rest.
I want the remaining items. I figure I have $22 for the double insurance.

Spoke to Candace at Ebay & she provided an e-mail address to Ebay's trust & safety. This seller took the original payment, then asked for more money, that was a no-no.

Anyway, any assistance with Ebay would be appreciated. I am getting nowhere with them. They won't even add the items up on the Dispute page so I can escalate to a claim.

Ebay does not honor their own policies. One does not have to be an attorney to understand them. I even sent the policies to the seller, raymondliu016 in English & Chinese. All of a sudden he can't understand Chinese?

I feel like a fool. I am never shopping there again. I also have a case agst them at another consumer help site because someone stole my ID from the database and Ebay didnot let me know. Maybe I will file here, too.

PS I am not calling China. FYI the package has no return address. There is a tracking no., but I could not track it at USPS China; city is SHAA. the phone no. I found is +86 02163138369 for Zhou Mei, i.e. Mr. Raymond Liu016.


I trusted Ebay to assist me and I trusted this seller that he was telling me the truth about the rates from his country, and I feel like a big fool. Please just help me work something out, so he will send the remaining items at the actual postal cost (and I have credits on my acct. with this seller.)
