Ebay is correct

"I assumed this was on them, because they opted out of the more expensive shipping with tracking." You assumed WRONG.
Getting tracking information and insurance isn't for the buyer, it's for the seller. If you can't prove you sent the item and they received it, then it's on you. What if the buyer really didn't get his item? Things get lost in shipping all the time. Also, there are just as many scamming sellers as there are scamming buyers. What if you were the buyer in this case and you didn't get your item? Wouldn't you be glad Ebay protected you?
Before you started complaining, did you ever stop and think that this actually IS your fault? Because it is.

..I don't insure every item however, only above $50.00. But I certainly pay extra for confirmation..you are taking a HUGE risk if you do not.
PayPal and Ebay are not going to help if the delivery person decides to just leave it by the door and it gets stolen. Ebay is simply a website to sell stuff, and PayPal is simply a means to make the online transactions more secure for the buyer, and offer the seller instant payments.
But neither eBay or PayPal offer insurance against stupidity, nor will they hedge any bets if a seller, or buyer for that matter, takes irresponsible risks.
There is always a risk shipping out of the country however, at least USPS will not allow me to insure anything shipped out of the USA. Only a declaration form. If i recall you can get confirmation but you need to ship it a way that often for me costs way more then the item is worth so it is pointless.
I do offer overseas shipping, but it is clearly stated to the buyer that I assume no responsibility and all I can do is send them the customs info I get from the PO.,

I have been through the same exact thing with Ebay, and scammers posing as buyers on Ebay. Here's what I did to solve the problem.
I solved that problem by shipping ALL Ebay transactions with tracking, insurance and signature confirmation. I simply factor this extra expense into my "handling" charge.
Another hint is NOT to use Ebay/Paypal shipping. It cannot be tracked enroute via the UPS or USPS websites. It is a proprietary system developed for Ebay and is useless. I learned this one the hard way.
Make all shipments DIRECTLY from the UPS or USPS websites. No exceptions.
In your listing be sure to put a disclaimer at the bottom that all claims for loss or damage in transit will be settled soley via the insurance claims process.
I even considered getting my own merchant account and scrapping Paypal altogether.
