Criminal Swimming Pool Fraud: Beware of pool designer who delivers a fantastic backyard design, sells their latest and greatest approach to pool building, upsells you to get excited about resort living in the backyard, shows you other ongoing projects that look good, checks out okay, and "checks out" after taking a 15% progress payment at the start of excavation.  I am embarrased to say we have a $20,000 hole in the backyard that was dug by a subcontractor who didn't get paid...and we have a lien on the house from the excavation contractor.

Business Identification Details: The business is Eden Outdoor Living located in Austin, Texas. It may or may not be affiliated with other Eden Outdoor Living companies in California and other states. We called them and got the run around from the answering service. The designer is Ron Holland...likely an alias since Ron was hispanic and Holland isn't exactly an Hispanic name. His wife was part of the scam as she sent the invoice and notified us after the pool was dug that Ron was a diabetic, had a seizure, fell and hit his head so wouldnt be able to work for a week or so....her name is Kimberly Cline. Also likely an alias. We felt terrible about the problem and patiently waited for a couple weeks for Ron to get better. 

How We Found Out: The first time we knew something was wrong is when the excavation contractor came to the front door telling us he hadnt been paid and was putting a lien on the house. We confirmed this was a scam after calling Ron's previous employer (Master Pools of Austin) who stated they are pursuing Ron for fraud. 

Ron is a very likeable and professional acting person who unfortunately is looking to make a quick buck at the expense of others. He has design skills, can run a backhoe and bobcat, is a good salesman and should be able to make a nice living honestly. So beware of a pool designer who seems to good to be true....he is a fraud.

Next Steps: Find others who have been scammed by Ron (or whoever he is), and work with the legal system to stop this creative and effective approach to dipping into others back pockets.

Holland Working to Correct Problem

Holland made contact to restart the project he started. Clients agreed to discontinue the contract given the following conditions. 1. Holland/Eden Outdoor Living will pay what is owed to the excavation contractor and 2. He will reimburse the clients funds not consumed on the project.

Holland agreed to conditions. He signed an agreement to repay funds over a 90 day time frame and discontinue the business agreement. 

Client will update this ripoff report as Holland complies with the terms of the written agreement.

Buyers Beware: Samuel Neviel Arnold, alias Ronald Wayne Holland is moving around the country using the same scam to defraud homeowners out of tens of thousands of dollars. He is a Most Wanted criminal in California for Grand Theft, Diversion of Construction Funds, Contracting without a license, and requiring excessive down payment. His prior business name was  Center Line Design and in Texas he set up a company Eden Outdoor Living. We were scammed out of over $20,000 by him and his wife Kimberly Cline. 

For More Information: Go to cslb.ca.gov, search for Ronald Wayne Holland to se his mug shot. He was arrested May 21, 2013 but apparently was able to leave the state to set up his shop in Texas.

How and Why Texas: He used Master Pools of Austin to gain access to homeowners interested in a swimming pool. This approach made him appear fully vetted and a legitimate designer. After several months as well as some very good design work he was able to convince us as well as others to use his company as an alternative to Master Pools by promising to project manage the entire job without going to the Pool builder, the Landscaper, the Sprinkler contractor, and the patio cover contractor. One contract not multiple contracts; an attractive alternative. He also had us visit him and his crew on a current job that he said was to be finished in 10 days...it looked good and the homeowner we spoke with was pleased with the work. Unfortunately this job was never finished before Ron and Kim skipped Town. Not sure why he left CA for Austin...he stated there was more demand in Texas for pools than CA so he was looking for greener pastures. I also assume he went to Texas from CA to avoid capture and jail time. Not sure why he isn't still in jail in CA. 

Where is he now? He has apparently left Texas for access to others so beware of this scam in other States. He is very likeable and a good seemingly trustworth individual....don't get taken.
