He can talk a good game, but when it comes time to deliver something specific you either won't get what he promised or he'll say you misunderstood. The amounts are always small ($50 - $200 each time), and he'll continue to drag small amounts of you until you realize he won't come through.  As one example, I paid him $200 for a website.  After nearly 2 months (to customize a simple template), he blamed the offshore developer and said "I'll do it myself."  He promised this several times but never did anything.  The developer then emailed me directly to apologize and said Rene owed her for 3 other projects and refused to pay.

I also paid him for other stuff (e.g. $50 to give to someone else to provide a service to me) and when I asked about it his response was "oh, you misunderstood, that was for XYZ that we'll do next month" (note: XYZ was also never delivered).

He delivered half of what he promised to me which seems to be his trick. He'll do barely enough to keep you wondering if he's really just too busy and will eventually come through.   When there is a specific deliverable due on a specific date of any substance he'll fail (or ask for more money). 

I connected him with a friend who he also made a ton of promises to.  He needed $350 to get started with my friend.  After failing to deliver what he promised he always had an excuse not to meet (sick, last minute emergency, big meeting at Google, etc.) and then went silent.

Ps. He often changes his company name, so Google his name and you'll see plenty of stories on other websites about his activities in Miami and New York
