Empire Home Warranty SCAM AND LIARS-THEY WILL NOT REFUND YOUR MONEY, ONLY PROMISES!!! Wilmington, Delaware

When I had tried to file a claim with Empire Home Warranty, they refused the claim.  The air conditioner of my 23 year old home went out, the air conditioner had been cleaned by my husband yearly, and the part that went out should have gone out years ago according to the technician.  Even with the Air Conditioning Technician telling Empire Home Warranty that this part went out because of age, not condition of the air conditioner, they still refused the claim.  I contacted the BBB, and they responded and ended up agreeing to refund me my entire contract fee.  I signed the Empire Home Warranty Release Agreement and faxed/emailed it back to them on 8/24/10.  Since that time they claim they have sent two refund checks which I have never received, and now they refuse to contact me at all.  I believe this business is here to scam us all, take our money, make promises that they never intend to keep, and in general should be closed down immediately!  I have tried to file claims with different State Attorney General offices and keep getting moved from one Attorney General to another, with no one having any jurisdiction over this company.  I would love to know who does.  How can you close down a company that is scamming people if there is no one to contact, or anyone who will help.
