Family Mobile lying, stealing, broken promises Internet

i bought 2 t-mobile concord phones in november 2012. each phone had a $100 rebate.i was told after a 45 day wait the rebate would be applied $20 per phone for 5mos. we have never had 3g yet they continue to charge for it. have called several times a month since december and they tell me i have to pay the $111 and then next month the rebate will start. can't find anyone to help. i refused to pay april statement now my phone is shut off.liars!!!
