first national bank of marin I sent them my $49.00 for my credit card. ripoff I still don't have the card. los angeles California

I sent for a credit card from First National Bank of Marin about a month or so ago. I had never heard from them so I figured the money got lost in the mail and was getting ready to start a follow up on my money order.

Then today 9/9/02 I get this bill in the mail that says I owe them $257.50 on my credit card. It says:

08/26 enroll fee *finance chrg* las vegas nv 50.00
08/26 transfer to savings las vegas nv 200.00
09/02 annual fee 10/02 through 10/02 7.50

Now I have all these fees with no card. Do I really have to pay for something that I never got?
