Florida Department of Revenue Child Support Enforcement Over paid Child Support ...I pay and Account balance goes up ! Port Charlotte , Florida

I have a child that is not even located in this state. The state the child is located in says they received most of the money, however has not got the balance that the state of Florida has already received. 

Because the majority of the money owed went directly to the other state, Florida will not deduct the amount from my balance owed. I went to court with my papers proving this fact and the judge stopped the interest from accumulating, however said I must correct this with the child support agency. The court can not adjust this balance. 

I went to the enforcement office and they would not even look at my paperwork. They said that 1) the other state was lying to me about not receiving my payments made to Florida. 2) I'm not to contact the other state (where my child resides) that everything has to be through the Florida Child Support  enforcement  3) All paper to the office will have to come from the other state to them before they will adjust the balance. They will not even look at my records. 4) unless I keep paying on the over 8000 that they have as my balance (which really i'm almost a 1000 over paid now) I will loose my driver's license. (I already currently lost my CDL)

I have no clue even how to resolve this to make them happy. They don't want me contacting the other state at all ...how am I suppose to let them know to send the papers directly to their office. After a year of fighting this obviously they aren't contacting the other state to see i don't owe this balance either. (even after my multiple trips to their office.)  I would also like to know where my money is going if the other state is not receiving my payments. This is suppose to be to support my son ...not sit in an account somewhere to make Florida money.
