Franklin Templeton Investments Delaying issuance of my inheritance check to my mother's estate's attorney San Mateo California

My mother died in May of 2008. It has almost been a year since the settling of the estate. I signed/stamped the paperwork to get Franklin to release the inheritance check. To date, the check is still not in the hands of my mother's estate's attorney.
