FreeMacMini.com is a total scam. I've had more than the number of required offers completed for literally months and only one has been deemed as complete by them. My take on it is this: they purposely delay verifying the offers that people complete so that people completing the offers will get charged at least some amount of money before their offer is verified, which means the "Free" in FreeMacMini.com is false advertising at best.

Personally I think they are committing fraud. Granted they don't list any specific timeframe for verifying offers, but it's literally been months and I believe they will never honor their end of the agreement. It's a complete scam and they need to be shut down.
