grantaccessclub.com I paid for a CD about grants,I paid for instant access on the web. No Acess, No CD. Internet

I paid to have a CD about grants shipped to me. It's not here yet, so I think to myself, "just pay for the instant access on the web!", so I did. When I got my receipt, I accessed the URL to log on to the site with the user name and password they had giving me, and it kept saying you must log in. I typed in the user name and password about 5 times before it suddently said system destroy highlighed in blue. I closed the window and shut down. I started my computer back up and typed in the URL. There was still no access. It kept saying error on the page. Then on the last attempt to refresh and try again the link lead me to this complaint site the first thing I saw on this site was a ladies story about GrantAccessClub.Com, ripping her off and I thought report it now because as of now I'm out about $4.00. But I paid with my credit card and I really cannot afford extra non-refundable charges for services I didn't receive.
