Holiday Inn Club Vacations contacts individuals implying they are part of Holiday Inn.  That provides misguided assurance in a brand we trust.  However, they are independent from Holiday Inn, using the Holiday Inn logo as part of a contract to leverage the name (according to their phone rep).

They promote Holiday Inn Resort Time Shares via phone, and leave a clear impression of a bargain deal at a Holiday Inn Resort , 3 nights at an attractive price.  Turns out it's not accomodations at the resort, only at some nearby hotel and you must attend a multi-hour timeshare sales pitch or be suffer significant (up to $300) financial penalty.

The booking is problematic -- they are allotted a number of rooms (they won't tell how many) at nearby Holiday Inn Express  (not the resort), which are generally not available even well in advance of any target date.  Pretty much forget weekends -- the allotment is always booked.

Bottom line, it is not backed by Holiday Inn as they are independent contractors.  The phone reps first deceive buyer into purchasing something much more mundane than what they describe, and then are unwilling to make adjustments that are reflective of what was sold over the phone either in terms of accomodations or timing.  A key element is the upfront $250 a customer pays is non-refundable -- use it or lose it. That, henceforth, is the great giant red flag of a cheater.  At worst, Holiday Inn Club Vacations is a clear scam, and at best, unethical use of a bait and switch.
