I have lived in this housing unit for 7 years. It was initially called Conventional Housing LOMOD was/is the Property Investment Agency that owns this and several other public housing properties It was good, we had government maintenance and plenty of good qualified people doing their jobs and taking good care of the tenants and their units and the building and grounds.

In comes Rudy Montiel, promising the tenants that Section 8 would bring in so much more money from HUD that they would be able to do so much more for us, followed by a list of lies. The workers slowly disappeared.  The building was neglected for over a year. 

His card had the HACLA logo, a government agency, and under his name was 'President and CEO'. That's an oxymoron, not possible.  All of a sudden LOMOD had a huge banner out front as a property investment company 'now renting'.  It had become a filthy tenement during this year of neglect.

Montiel and Villaraigosa are partying together out on the town Out of the blue, LOMOD becomes a non-profit organization, and calls itself HACLA I pested them and wrote about this all over the web and I guess others did the same, Montiel was let go... a free man with nearly 1/2 million bucks severance.  No trial, no paying back the money, no prison.  The others are still doing their jobs as if nothing happened.

New plan to get more HUD taxpayer dollars up their sleeve. They hire a billion dollars management company, TELACU who quickly hires our lowliest clerk as manager of this huge 200 unit building for elderly and disabled.  

Rush job to get that new money.  Big meeting, we are converting to a Project Based Section 8 (as opposed to tenant based sec. 8 vouchers)... brings them a new HUD fortune that is quickly sucked up and siphoned off into TELACU, who have turned our building into many offices sparing no expense on themselves.  So LOMOD was the first way to account for all the money usage.
Now it is TELACU.

These people simply refuse to spend any money to bring our apartments up to snuff.  I have never been so stressed out and frustrated.  They lie, steal, entered my apartment without telling me when I was away, are making the vacant apartments BEAUTIFUL to get top dollar rents from the general public, when this has always been a building for seniors and disabled.  They lied and said they were bringing in homeless vets... NOT

I was finally promised a kitchen remodel by Roy Roque who is HACLA's man in charge of maintenance.  This was after much time and aggravation.  Nobody knows what the others are doing, they do not communicate, they pass the buck for being responsible for their jobs.  

I've had 7 years of misery here.  My apartment was not refurbished when I moved in.  They were started to paint the kitchen and the guy quit.  I never got paint, everything in here is disgusting and old and broken down.  The walls have never been painted, they refuse to even shampoo the carpets. 

They didn't learn a lesson from Montiel getting busted, they found new ways to get even more! The workers here throw themselves parties ALL THE TIME, sparing no expense. They refuse to keep a petty cash for the tenants when we lose money in the vending machines and washers.

We were also promised more washers and dryers.  200 units, 4 washers and 4 dryers each set in a different room on different floors.  That never happened.  They forced us to remove all our things from our storage rooms and I still don't know what to do with all the stuff, these are small apartments.  They have not done anything with those rooms, we did NOT have to move our stuff.  One of my locked cabinets was opened and the contents stolen.  It was one of them.

The current situation is that they are now insisting that I accept for them to glaze over a rotten counter in the kitchen and also the ancient porous sink, while at the same time, Roy has promised all new counters and sinks.  So they have arranged to come in here tomorrow morning while they know all the tenants will be in the conference room filling out papers, they left a notice on my door today AFTER their working hours and right after the maintenance guys were here and I told them they could not do it.  One of them knows that Roy promised to redo everything, they left, and then the note on the door announcing they were coming back when I was going to be gone tomorrow and do it against my wishes in my absence.

I cannot stress how this has made me physically and emotionally torn up.  Trying to reason with liars and thieves, constantly having threatening notices tapes to our doors that suggest we will be evicted.  It never stops.  They had made it a condition of NEVER to disrespect the morons from TELACU that try to run our lives while they spend all our money on themselves.  REALLY?  

Stuff this kind of anger and frustration or be put in the street?  DEMANDING respect to the people who are making our lives miserable?  They are breaking so many different kinds of laws and codes that I just can't keep up. I see that others have made complaints about them, but not this updated biggest scam of them all.  

The entire city and county government is corrupt from the lowliest clerk to the city attorney. I was attacked and battered by 2 sheriffs in my health clinic and was told by the CITY atty, that if I filed any kind of complaint that I would be formally charge with battery... HUH?  

So I live with horrible back injuries and am in constant pain. There just HAS to be a way to clean up this housing corruption! The idiot mayor has the police force as his own person n**i style secret service death squad. He is as crooked as the day is long.  If ANYONE can do something about this PLEASE HELP US!  It is degrading just to be in the same room with any Telacu worker. They are all arrogant and never work.  

We need to put LOMOD back where it belongs, into a tax paying for profit company that it is. Get rid of TELACU who is here just so that HACLA could get billions from HUD. They have enough money to make this building and all the apartments perfect and fresh and healthy.  They can afford qualified people who actually know how to do their jobs. 

Custodial staff like in the good old days.  We have one person for this huge 7 floor building.  How can it be kept clean?  It cannot. I'm sure I used up more than my fair space... we need help with this NOW

To add to my frustration I just lost quite a large update to this harrassment issue and the corruption here from, particular Sandra Enriquez, the TELACU employee who is manager of this building where I live.  I do not have the patience to rewrite it.  I will past in an account I have written of this most harassing and abusive treatment of me by this abusive, bully, Sandra Enriquez. 

Just another layer to the pile of misery, stress, threat and chaos she has brought into my life.

I am so distressed that I lost this addendum.
She made a false citizen's arrest against me, that was was outrageous I don't even know if
this site would print it.  But she had me arrested and I was in solitary lock-down custody for 3 days and 2 nights based on her lie.  There is one person who saw that what Sandra claimed I did, never happened.  I didn't even enter the courtroom at arraignment, that's how bogus the charge was, I was given my property and sent home.  

Based on these false accusations, she filed a TRO against me for which I am by law required to respond to.  

She has written the she is 'afraid of me', that I have 'defamed her', that I caused her 'pain and suffering'... this is someone who would not let a neighbor give my cats food and water, and sadistic, cruel person, who it appears is trying to build a case of personal injury for herself to possible collect SSDI before she may get fired, and if I was her boss, she would have been fired long ago.

Nobody who works for TELACU, HACLA or LOMOD has supported her claims, but on the other hand, they are condoning her behavior by allowing it to continue. 

I have to go to court to respond to the false TRO she filed against me (kind of difficult to comply since I live here and she works here) and and hoping desperately to find an atty who will at least attend the court date with me since I do not know courtroom protocol.

The behavior she refers to in this TRO will not be on file anywhere because it was a citizen's arrest on her part and will no longer be in the system at the time of this hearing for the TRO.

If anybody can assist me in court, Los Angeles Superior Court, just to refute this order, I would be ever so grateful and relieved.  

I believe this has crossed over to a personal injury, elder abuse issue and do not know where to take it from here.  I cannot tolerate anymore abuse from her.  

I will write the details at another time when I have refreshed myself after having my writings disappear...  The deadly triangle of corruption:  HACLA, LOMOD and TELACU is alive and well and stealing your hard earned tax dollars.

This is a billion (multi-billion) dollar corporation. THEY are the reason that our person vouchers have been taken away, and only people who HAD them, and stay here, will not have a rent increase until 2014... but you can fight the increase.

Because of this NEW project unit based type of Sec. 8 they are no longer obligated to accept sec 8 vouchers anymore, and that is exactly what they had in mind from the start. 

The vacancies are the only units being remodeled... with TAXPAYER money that HACLA gave to them under contract, and then they will not be rented to people who need low income housing anymore.  NO MORE SECTION 8.  

They will rent the apts that they spent YOUR money on to the public at the highest possible rent they can get... PROFITS FOR THAT CORPORATION on the backs of needy people who need low cost housing, courtesy of HACLA and LOMOD...  ALL SCAMMERS...  not a dent in this corruption, only got rid a a few of the publicly known thieves.  

These plans to make profits have been in place since Rudy Montiel showed up.  This is HIS plan, along with the cooperating LOMOD and HACLA because they all make money from doing this.  

It is illegal to use OUR money for corporations to invest so they can make profits, and not offer these units to people who need low cost housing.  

After all my efforts, I'm insulted that they think a remodel of my apt will make me give up this project of getting rid of TELACU, returning LOMOD to it's ACTUAL STATUS as property investors for profit and to stop calling themselves HACLA now, and for HACLA, a government agent to be a corporation with a CEO and everything else that goes along with being a billion dollar corporation.

These COMPANYS are committing serious felonies with tax dollars, illegal documents and actions, money laundering, lying and stealing from not only the poor, but for every person who has ever worked and paid taxes in this country.  THEY are the only ones who should be able to make decision on how the government can spend money THEY work for, and HACLA was trusted with this to provide housing for seniors and handicapped, low cost housing ONLY.

It has become an out of control monster where the people at the top continue stealing and ignoring that the public already knows the corruption in HACLA...  I need KCET to extend that series and open up the enormous can of worms that is this triangle of theft and deceit.  

I watched this happen one piece at a time, and I never let up on exposing Montiel.  His back-up gang is still continuing with his plans to fleece the money that HUD gives to HACLA.  

If HACLA was clean, there would be NO TELACU and LOMOD would still be a property investment and be paying the taxes on the profits they make from stealing from the poorest people in Los Angeles.  

If Romney wins, this will continue with his seal of approval.  He's on the side of the money makers and thieves... we all know that.

People are so lethargic about what is going on.  Many know it's happening, but they refuse to join me in getting them ALL exposed and to clean house.

Thanks for your responses, I appreciate them so much.  If I was only a tenant fighting for myself, I would use the same attys that helped everyone get justice, but I want 100% justice all the way around.  This is my goal in this life, and I KNOW I will succeed.  The right people have to hear about this and be as disgusted as I am that they could be getting away with this.

Hud and Hacla + Telacu= More Rent

Recently We received a letter from HACLA notifying Us that the VPS and Fair Market  Rents have changed.
The only time this usually happens 1. Hud is giving less money to Hacla
2> The Building or Home You live in property value has decreased or in increased.
Or the Owner has spent 10,000.00 in upgrades to increase the Fair market VPS.
Which is stillbaffling to Me if I have a Home in the same neighborhood as My neighborhood the same floor plan ,same square footage.
He can ask for more money than its worth, But will He get it because He Has Hardwood floors and Mine has carpet?
An apartment is still a buisness and no matter what is done to it it's still an appartment and cheap formica counters and low end carpet and the cheapest painter one could find still does not constitute Fair Market Rent especially when Our income never changes, And families on the Welfare Programs rents never increase in in cases like this.

I sent them the details of my complaints and they forwarded them to HACLA... LOL I will keep your info, possibly they will not do something so ridiculous like last time, sending it to the agency my complaints are about. TELACU, on the other hand, MUST BE INVESTIGATED and AUDITED.

I don't write in red and whatever else was just NOT LIKE ME in that rebuttal.  Revenge is not what I want, and would be counter productive to achieve the huge endeavor of trying to clean up this triangle of corruption.  Whoever wrote that is most likely someone who is a part of the corruption?  Makes no sense to me.   HACLA has made many changes after having discussed this with me and having a tour given of this bldg by me.  I must say she WAS shocked at what she saw.  TELACU thinks that they are here to make profits for themselves, and for sure there is still dirt in HACLA or the contract with TELACU would never have been removed.  They remodel vacant units to rent to the public and no longer accept sec 8 vouchers. We were told that this change in Sec. 8 status was to make housing available for homeless and injured vets.  HUGE LIE. I am not looking at my last update, so I am possibly repeating myself here. 

HUD sends OUR taxes to HACLA (and other agencies) to help with housing low income elderly and handicapped, at least that was what MY bldg was all about. 

THey have spent OUR money investing in vacancies to rent to the general public to make more money, as well, they had added 2 offices on the main floor to rent to other properties owned by LOMOD (who does not pay taxes on it's profits), and when the person from HACLA was here, she immediately made them move up to the second floor where there are some vacant offices behind the 'hall' we have.  Not in the public eye anymore.  All the tenants are grateful for that.  The grounds and gardens have been put in a better way, but there is a long way to go to make this a sanitary and healthy place to live. 

They gave me a remodel for my apartment.  I am very happy about it, but I am in this for the greater good of the people who should be getting help with that money, after all, it IS for the people who live here and renting to the public for profits by investing OUR money is disgusting. TELACU is part of the 1%, they have no business being involved with gov't housing agencies and programs.  They are trying to raise our rent.  Because I protest, they are not raising mine, but I do not believe they have the right to raise rents on people who live far below the poverty level and to take those much needed units and rent them to people that are not in need just to turn a profit.  THIS MUST STOP.  

I go to demonstrations and protests all of my life to fight this kind of corrupting and here I am living in the middle of the ugly corruption that is neatly tied together by the 3 agencies: HACLA, TELACU and LOMOD.  They believe they have tidied up anything that is for public view, but we know better.  TELACU only got that one year option IF someone is dirty @ HACLA... so I can only conclude... problem still there, even though Rudy was ousted with several others.  

KCET did a series on SoCAL (forget the rest of the name of that show), after Rudy was dumped WITH A HALF MILLION SEVERANCE PKG instead of being prosecuted along with all the others that were implicated at that time.  You can go to the kcet website to read about what they dug up @ HACLA... lists of who stole, how much, where they spent it and you can have it arranged by person, amounts spent, or by where money was spent.  It's disgusting.  Nobody is being held legally responible to repay what they stole or face felong charges for their crimes. 

I am trying to urge KCET to do another series of investigating for another series, focusing on TELACU...  billion dollar corporation, has no business being involved in gov't housing.  They spend OUR MONEY of everything but us.  I hope they will consider doing this. 

City housing has a long record of out of control corruption, I want to live to see it cleaned up.  People need housing, people at HACLA get good jobs to deliver services and housing with that HUD money... I want that to be the only thing they do with the money.  There are many ways to get bldg mgmts, and this huge B.S. Corporation HAS TO GO!  

SHAME on whoever wrote that bogus rebuttal.  Someone is afraid of losing their job, and it hope that they do.  If they went to that much trouble to get to post 'as if they were me', then they must be having a lot of anxiety over the pressure I continue put out there to clean up this housing corruption with the city.  There are many wonderful people working there, and the entire agency should not have to suffer the consequences of the few criminals that remain, who are in cahoots with LOMOD getting non-profit status (Villaraigosa most likely got that to happen), and those who have let TELACU remain, must be found out and cleaned out. 

This is the goal to clean it up.

I will continue to fight as long as I live here (LOL are they waiting for me to die?)... I'm 65 and could live for many more years so that is a long time to fight and keep learning more so I can be more effective in trying to force all of them to clean house.

For the people who read this, past victims of HACLA, I hope you will care about this larger picture of the package that continues to hurt people just like they hurt you.  Tenants from other buildings evicted, HACLA employees fired because they were 'whistle blowers'... you all got justice and won your cases.  This is a good base to show that this corruption is very real.

I hope others will continue this endeavor, even though they have gotten their justice in the end.

 am also a tenant in one of TELACU'S properties and I fully understand the frustration You are dealing with.

If You don't fell like Your home is a safe and decent place to live! You can always contact H.U.D.

Under Your 1st Amendment You not only have a right to freedom of speech, But also the right to petion Govenment.

And this is what I did when Telacu refused to make reasonable acommidations for My disabled with and Mold issues in Our Home, Don't let TELACU Or any HACLA employee make You feel intimidated!

Contact H.U.D. fair housing to file a complaint and E-mail karen griego west or Johnson Baldapour@hud.gov and You will get results.
