I thought you should know that the collection company that represents Ebay is a fraud and is being filed upon for harrassment. They have called me 3 times a day for the last week, which is harrassment in the state of NJ. Once a day is all they are permitted. Also they wanted me to make a payment to them for my Ebay account and charge me an additional $10.00 on top of it for their fees.
I went looking into this company to prepare my case against them to the New Jersey Attorney General's Office and the first thing I found was the Rip Off Report on this site. When I did a broad search, there are 100's of reports against this company. Beware! Do not give them your money and contact your State's Attorney General's Office as well as Consumer Reports and Better Business Bureau!

Multiple calls

First, these people cannot call you a thousand times a day. That is a direct violation of the Fair Debt Collection Practices Act.
Second, they cannot charge you a fee to settle your account. Only the business referring your account to collection can add collections fees.
Third, just because these people are calling does not necessarily mean that they are legitimate. They started harassing me and I have never had an eBay account.
They were calling 5 and 6 times a day. The easiest way to get rid of these people is to answer every question they ask with, "I am telling you to stop calling this number", and repeat it as many times as necessary. Say that no matter what they ask, and they will go away.
These people have been fined numerous times for violating the FDCPA. Even if I did have a legitimate eBay debt, I would NOT resolve it through these people.

To cause a phone to ring with the attempt to harrass or annoy is against the FDCPA!!!

For all these rebuttals that state they a third party debt collector can call as much as they want until they talk to someone are blatantly wrong. According to the FDCPA "To cause a phone to ring with the attempt to harrass or annoy..." is illegal and warrants a $1,000 fine per violation. IC Systems is known for being one of the worst collectors out there regarding following the FDCPA. They have been sued numerous times, and have lost and settled numerous times. They at one point were calling me 10 - 15 times a day. I sent cease and desist letters as per the FDCPA with delivery confirmation, but they continued to call. When I explained I sent a cease and desist letter, they said "no you didn't otherwise we would not be calling you", then hung up. Finally after contacting the Attorney General in my state and theirs, as well as, the FTC, and the BBB.org, they finally limited their calling to 1 time a day, but are still in violation since I sent a cease and desist letter. These people are playing the game of thinking only a small percentage of people will sue which will allow them to continue their illegal practices for just a small fee (lawsuits) for a larger return due to their illegal collection practices. People know the law before stating you know it.

IC Systems out of touch with reality

IC systems has been contacting me for two weeks. They have the wrong person, wrong address and wrong SS number (last four given to verify it was wrong). The collection agency has refused to stop calling. The woman speaking insisted I pay the debt. They have called early in the morning, waking up the household. After little success in trying to talk to them, I have hired an attorney who agreed to take the case. I hope he nails these fools to the wall.
They are without integrity and ability. I hope they keep calling and further indicting themselves.
No collection agency has the right to hassle an innoncent person. No collection agency has the right to accuse you of being the person they are collecting from when unmistakeable proof is given.

why not just pay?!

Maybe if you read ALL or ANY of the user agreement with EBAY you would realize what they are doing and what I C System is doing is completely LEGAL! They call you because you obviously cant pay your bills by yourself you maybe if you kept up on your bills or talk with them and expalin your situations and not get volger, or start yelling like most people who get in collections, that they would be nicer and more willing to help you. buck up to your responsibilites-- you'll always have bills and will always have collections- just work with them instead of fight them and you will realize that they are PEOPLE too.

Look before you speak

First of all I.C System ask's for fee's because of how you make your payments.
Second if you didn't pay your bill to ebay then they got tired of trying and sent you to I.C System its not harrassment, you owe there client.
Third is most likely you have other bills out there that your trying to do the same thing with, you feel like a victim because you lost control of the $$$ game you were playing. They will continue to call you tell you pay your bill and most likely its valid because you admitted to having an ebay account and you probably didn't look at the fine print like most people don't.
Don't complain unless you have a real reason...

Why did E-bay send you to collections, anyway?

Doesn't e-bay require a credit card to be kept on file for any charges you may incur with them? Do you actually owe the debt? Did E-bay make a valiant attempt to collect this debt? My guess is that you ignored your debt from e-bay and now you are trying to ignore the debt through the collection agency. Maybe if you describe your situation a little more clearly, you will get more support. Right now you just sound like someone who doesn't want to pay their bills. This collection agency is going to call you until you actually answer the phone and tell them a)this isn't my debt or b)let's make a payment plan.

1st off, those "3 times a day" that they called you did they ever talk to you? Because they can call a billion times a day if they do not talk to the debtor. That is not just that one company it is all collections!
Also, I find it kind of funny that you complain about a $10 fee to take care of your bill. If you would have taken care of it when you should have then you would not have ever went to collections.
Ic System is just doing the job that EBAY hired them to do, and EBAY must think that they do a decent job if they keep giving them accounts to collect on.
