IGN.com made a fraud

Hello, I did not want to report against any one but the attitude of a website named "IGN.com" compelled me to do this.It all began before the 15th November 2001 when IGN.com advertised for their magazine named "IGN.com the magazine".I pre ordered the magazine and it was asured that it would be delivered on the 16th of November.But i didnt received my copy.They even charged my credit card and i had to pay the bill for the undelivered Mag.It costed $11 (eleven dollars). When i emailed them,they told me that the magazine would be delivered in the 2nd week of december but nothing happened.Then they emailed about incomplete address information.I instantly replied the mail with my full address information but the magazine wasnt delivered to me.I sent them several emails about my copy of the magazine but no one replied.Now what am i supposed to do????
