My wife and I often visit IHOP on 103rd St. in Jacksonville, Florida. A few weeks ago a waitress offered us a Senior Citizen Discount of 10%. We are both senior citizens and it is quite evident that we are since I am 68 years old. We had NEVER been offered or even knew that IHOP offered a Senior Citizen Discount since it is NOT posted.

I asked the waitress why this discount was not posted and was informed that it was IHOP policy to NOT post it and to NOT offer it to senior citizens unless they ask for it. My reply was how do senior citizens know of this discount to ask for it since it is not posted. Her reply was that their District Manager, a lady named "Penny" instructed them to NOT offer it.

At this time I filled out a Customer Comment Card as to the facts stated above, and asked as to why they hide this fact from customers. As we left I handed the comment card to the Manager and asked why the Senior Discount is not posted. His ONLY reply was that "You don't look like a Senior Citizen". My reply was that they were trying to hide the fact of this discount. His reply was to shrug his shoulders and walk away.

Yesterday my wife and I re-visited IHOP to see if things had changed. When we told our waitress we wanted the Senior Citizen Discount, she returned with our bill and an additional copy of the bill and asked if I would sign it, stating that she needed it to show and prove to the District Manager that I, the customer, had requested the discount.

When questioned as to this practice, the waitress advised me that she had offered the senior discount to a customer and when the District Manager found out she had her butt "chewed out". This is when the policy was instituted that customer had to sign an addition billing which would be show to Penny, the District Manager, proving that I personally had asked for the discount.

I contacted the IHOP main office and was told that this IHOP was a franchise and that they could do nothing. I later contacted them again with the new information of this waitress coming close to being fired because of offering the discount to customers, and the fact of the customer having to sign a bill to indicate they had asked for the discount. I am not aware if this is the policy for ALL the waitresses or just this one.

Furthermore, our local schools provide students with "Discount Booklets" with to sell as a school project which has discount coupons for Jacksonville establishments. Of course these businesses agree to provide a discount and have their coupon provided in the booklet. IHOP agreed to this with the School District and a coupon was provided in the booklet. However, when purchasers of these booklets took the coupon the IHOP, they refused to honor them.

If IHOP offers a Senior Citizen Discount but does not display this fact and advise their employees to NOT advise customers of this fact, why don't they just discontinue the discount? No doubt it is a national policy of IHOP to offer this discount as a "good neighbor advertising tool", yet try to hide this fact from customers. According to the waitresses I have spoken to at this IHOP, their job is on the line if they OFFER it to senior citizens without the cusotmer personally asking for it. However, how are we to know of it unless it is posted within the restraurant, which they refuse to do.

I personally take exception with IHOP trying to put out an image of being a good neighbor to us senior citizens, and then practice the unethical practice of hiding this discount from senior citizens. We are being used as a pawn to further IHOPs reputation as being good citizens to the local seniors citizens.

Call it what you want, but I say it is a form of fraud and unethical.

You are so right penny lied to you and this is how I can tell you that. Her boss who she calls to tell complaints to is mostly Mary Beth. They collobrate their stories what to tell the customer and then thats the end of it. Penny has walked around that store saying " Its my store I can do what I want." Now bieng that her lies and scams  has caught up with her she wants to act like she has no authourity. Every season that comes around she puts up decorations she also had a picture of herself and Barry Manilow on some kind of shrine. Now you tell me how is Barry Manilow irrelevant to anything in that restruant? You want to know who put those pictures up? and Penny herself but, yet she tells you diffrent she may have sounded nice on the phone but she just wants you to keep spending your money there. She dont have millitary discounts sgins  either sir Penny cares about nobody but herself and Barry Manilow. That server I can assure you like everyone else up there has been mistreated and lied to and verbaly abused by Penny also everyone is afraid of her becasue how evil she is.


You will never know the full truth unless you ask a server who no longer works there. Penny lied to you about the sign and the discount also, to answer your question no that don't make any sense. She will sound so nice like her intentions are good but its not she just didnt want you to say anything about I hop on the internet thats why she responded to you so nice. You will get no where talking to penny if they offer any kind of discounts she usualy and even if she is not sopposed to have the final say she is a courrupt manager and someone should investigate her curel methods of leader ship. Those servers are afraid and badly mistreated.

Everything you have mentioned is so true. I worked there and penny would and has told me the same thing not to mention about a discount unless they are to ask for it. There are also no millitary signs posted and they also honor millitary discounts. We were also told not to ask if someone was a senior even on senior discount day. I assure you the waitress was in fear for her job because the distict manager has no respect for human life at that I hop she is mean and very hatefull and her methods of managment is verbal and mental abuse. That server would have proably been written up or "taken of the schedule" Penny's way of firing someone but not acutally firing them so she wont have to pay unemployment. The only reason why at this point something was done about your complaint is because you posted it on line Penny is afraid of blogs on the internet.




 This company is a franchise so basicly Penny can do what ever she wants the main office is just a center to accepct complaints. Most of the complaint the main office gets is about penny but, yet they can't do anything about hercause the franchise is how she get away lying and cheating people.  Once the main office gets the consumer complaints well it just goes directly back to Penny MaryBeth is her boss and will always take Penny's side even if she is wrong. You are also correct about the school discounts that location on 103rd street do not like to take those discounts. Its seem like it was a problem everytime I went to the manager to ask if we could honor it. Unfourtanely the managment sucks there and you should not take it out on the servers because they are great! The server you ecountered I am sure did not have a personal problem giving you a discount.


To conclude, everything you have talked about is right and the only thing those managers care about and mainly penny is people spending money so why would she want to give a discount? Its not like she care about people it is all a show once people find out how low down and dirty the managment staff is people usualy run for the hills and pluse  she would be loosing money giving dicounts thats why you have to ask and yee shall receive.

I am also a Senior Citizen

I am also a senior citizen (66 in October and still happily working full time) and the way I see it is that no one owes us anything at all for being old. Actually the young people trying to raise a family are the ones who need discounts more than we do.

If I get get a discount of some sort I smile and say thanks but it is certainly not an entitlement.

I have been to IHOP a number of times and I honestly don't remember if I got a discount or not. If I did, great, I'm thankful. If I didn't that's fine too.

Peoples sense of entitlement is just amazing to me. this complaint is embarrassing.

Update to my report on IHOP

So as to be fair with IHOP, I received a call from "Penny", the District Manager of the Jacksonville IHOPs in response to my letter to her dealing with my Rip-Off Report. Penny has denied the allegations of the waitress that her "butt" was chewed out for offering a senior citizen discount, and that their policy IS to not ask customers if they are senior citizens, and therefore qualify for the discount. She stated that this policy is in effect because they feel it may be an embarassment to customers who are NOT senior citizens if their waitresses ask, so as to afford them this discount.

She further stated that it is their policy to offer military and senior citizens a 10% discount. Asked as to why this discount was not posted within the IHOP Restraurants, she stated that she "has no authority to post ANYTHING within an IHOP Restraurant". That statement did not sound kosher to me, so I asked for and received the name and phone number of her Supervisor in Miami. I placed a call to her so as to ask why such a discount COULD NOT be posted, since there is no other way for customers to be aware of this discount. Her Supervisor was not available when I called, but I left a message for her to return my call, which I doubt will happen. Penny stated that she was going to email her Supervisor in Miami to expect a call from me. (Is that just so they get their stories straight?) After all, if they offer a military discount and someone in uniform enters, the waitresses are STILL bound by their policy of "If they don't ask, don't offer it".

Also, she had no explanation as to why the Manager turned and walked away from me without response when I asked him if IHOP was trying to HIDE the discount. He provided no explanation whatsoever.

Penny sounded sincere in her explanations, but does ANYONE believe that a District Manager of 5 IHOP Restraurants does not have the authority to post a small sign, or even have it printed on their menus?
