I have called code enforcement twice. Both times I explained that the water in my kitchen sink is not HOT and the water in my bathroom area sink is also not hot. Robert Lawless (from code enforcement) has been sent out on both occasion. Yesterday was the second time he came to the apartments.

When Robert arrived one of the buildings maintenance men was with him. The same one that came with Robert the first time he came to check the temperature of the water in the apartment. This time the maintenance guy stayed out side.
 
Robert Lawless turned on the faucet and let the hot water (which is really just labled hot, because it has never gotten hot since I have lived here) run for more than 10 minutes ( I timed it) when the water did not reach 110 (it reached 103 after more than 4 minutes and stayed there) he went into my bathroom and turn on the faucet inside the TUB, let the water in the bathtub run for 3 plus minutes, than proceeded to once again check the water temperature in my KITCHEN sink. At which time he claimed the water had finally reached the minimal 110 that the water has to legally be.
 
My question is it NORMAL practice to NOT only let the water run so long but, to than go into the bathroom and turn on the HOT WATER FAUCET IN THE BATHTUB?
 
Since the day I moved into these apartments I haven't been able to take a hot bath because, if I fill the bathtub the water gets cold to quickly to use the tub. Me and my 13 year old daughter have been forced to take only showers. And on several occasions the water in the shower was only had FREEZING water (and these were on days my daughter didn't have a choice but to shower due to having to go to school.
 
The day before I moved into Indian Creek apt. one of the office worker informed me that this was a better apartment than the one closer to the front that I was scheduled to move into. I agreed to move into the "so called better apartment" which I am now stuck due to a year lease. And they will not fix it so that I am at least able to sanitize my dishes. Parasite, germs, and other things can not be killed at temps under 110 and I have been here for more than 6 months.

I need help either getting water fixed or getting lease voided.
