Instant Checkmate Website timed out without delivering report and charged my card twice. Internet

After running through the report generation timelines and entering credit card information, it came to the delivery of the report and the website gave an error code.  The site then instructed to try again later. 

I checked my bank account to find I had been charged twice.  I called customer service and talked to a woman with a very sweet voice.  I told her I needed to cancel the account and needed a full refund.  She said very nicely that she would have to check with her supervisor and made a show of asking if she could put me on hold.  I seriously doubt there is a supervisor that she went to talk to at 11pm PST.  She came back and asked what type of device I ordered through, desktop, aptop, tablet or mobile phone.  Like it makes a difference what type of devise it was ordered on.  She asked again if she could put me on hold to talk to her supervisor.  Came back asking for credit card info.  Again asking if it's ok to put me on hold to talk to the supervisor.  More info and show about being put on hold. 

She came back and said that her supervisor was not available but he found one charge and it shows that I agreed to the terms.  I asked to speak with the superivor. Again with the on hold act.  Came back saying they could only refund half but would allow access to the account for ten days.  I reiterated that I did not want the account, to cancel and refund in full. 

Long story short, sweet sounding girl is trained not to give a refund, that the supervisor is not available (I'm convinced the supervisor does not exist).  Their story went from I agreed to the terms so they could not reverse charges, to they could only find one charge, to they would refund one charge and the other could only be discounted 50% with limited time access, to full refund within 3 to 5 business days. 

She never said a word about the report that I originally intended on ordering.  With the service I got I can only imagine the report is worth the paper it's written on.  Oh yea, it's electronic.

How many people are they ripping off?  Please stay away!
