International Cargo Movers Fraud in shipping pets to inncoent people Internet

I have wanted a teacup Yorkie for years. I been saving and searching trying to find the best deals. Someone e-mailed me back with the name Gregg Smith (greggsmith@live.com) and told me he had to puppies he was giving away for free because his son and husband left. He was located in Anchorage, Alaska. I was so excited. I was told I only had to pay for shipping the puppy 200.00 dollars for one or 400.00 for both. I sent the 200.00 for one puppy money via money order western union and was told the puppy would be shipped the arrive the next day. The address was in Cameroon in a city called Yaounde or central province. This morning no puppy showed up, so I called the number given to me 011-237-70643606 and was told that the weather was bad and it couldn't be shipped. The people spoke with a strong accent and always knew it was me calling, I didn't pay attention to that until now. This is when I got suspicious. They said if I sent another 589.00 dollars they could ship the puppy in like a electric crate that would be safer due to the weather and the money would be refunded when I got the puppy. I was like absolutely not in my head. I asked for a refund and they said they couldn't, because it was paid to the airline company for the ticket already. I e-mailed the owner and I have failed to get a response pertaining to him recommending the shipping company. I was really sad and disappointed, because all I really wanted was the puppy or a refund. They never stated that the money could not be refunded so I feel I am entitled to try to get my money back by reporting this and at least trying to stop future people from making the same mistakes. I really would love to get justice for this  incident, because it is not fair. NO ONE SHOULD PURCHASE A DOG OR HAVE IT SHIPPED THROUGH THE INTERNATIONAL CARGO MOVERS!! THE WEBSITE IS FAKE AND THE E-MAILS ARE NOT REAL.
