Ioffer Guaranteed the sale of merchandise to be shipped by seller or Ioffer would refund your money San Francisco California

March 4th 2009 Ioffer.com sent me a payment invoice on Item 936596636, which was for 2 Apple 3G 16GB phones legally unlocked. Ioffer listed the way to send the payment to the seller and that he had three business days to furnish the tracking number to both Ioffer and myself. If that information was not made available Ioffer in there contract papers, says it will refund the money to the buyer. They provided a seller verified payment address, and stated that the items are clear for Ioffer insurance policy,

After three business days of not hearing anything I contacted the seller through the site, my inquiries were never returned or answered. I tried a second time by emailing the seller and once again no word back from seller. I then contacted Ioffer about the problem, dif not hear anything from them, kept checking the site and it says this seller was taken down and no longer a member. Contacted Ioffer today 3/13/09 to request that my money be refunded in the full amount according to there contract and insurance policy, no word at all, each time you contact them the message say they will be in touch in a few hours.

At this point in time I fell as though I got completely taken for $650 not only by the seller noot shipping the product but by Ioffer not standing behind their stated policy o refunding the money if item was not shipped. I do think this may be one huge scam that is going on and everyone shuld be made aware of their pratices.

I have all the printed correspondence from the Ioffer site during the transaction along with the receipt from Western Union. They go as far on there contract to say "Western Union Partners with Buy Safe for Ioffer Protection" I would appreciate any information that you could furnish me or any other help tat may be available to get my money back and these people out of business.
